At an expanded meeting of the Federation Council Committee on Social Policy, topical issues of the construction of social facilities in the Irkutsk Region were considered. The event took place within the framework of the Days of the Irkutsk region in the Federation Council on September 19–21.
Ruslan Sitnikov, First Deputy Chairman of the Government of the Irkutsk Region, presented the projects of healthcare facilities, the construction of which is the most urgent. These are a branch of the polyclinic of the Irkutsk City Clinical Hospital No. 1, an obstetric resuscitation building of the Bratsk Perinatal Center and a modern hospital of the Irkutsk Regional Children’s Clinical Hospital.
– Currently, in the territory of the Irkutsk region, medical care is provided in 109 medical institutions, of which 63 institutions provide primary medical care, 46 – specialized medical care. The existing buildings were built in the period 1815-1998, which is 88.6% of the total number of healthcare facilities, the proportion of adapted buildings is 47.2%. Only 4.7% of the buildings were built according to the developed standard designs. In order to ensure the legislation on the basics of protecting the health of citizens in terms of ensuring the availability and quality of medical care to the population, it is necessary to build healthcare facilities that meet sanitary-epidemiological and licensing requirements, Ruslan Sitnikov said.
Irkutsk City Clinical Hospital No. 1 provides medical care to residents of the Oktyabrsky district of the city of Irkutsk. Currently, outpatient care is provided to the population in two polyclinics No. 1 and 2. In 2019, a positive conclusion was received for the construction of a branch of the polyclinic for 1,000 visits per shift on a land plot with a total area of 40,540 square meters within the boundaries of Shiryamova – Dybovsky – Deputatskaya streets . The design and estimate documentation is planned to be updated in the fourth quarter of 2022. The construction of the facility will ensure compliance with sanitary and licensing requirements, improve the quality and availability of medical and preventive services to residents of the Oktyabrsky district of Irkutsk.
Since 2004, the Bratsk Perinatal Center has been the only healthcare facility in the city providing medical care to pregnant women, women in labor, and newborns. The institution provides outpatient and inpatient care to pregnant women in Bratsk and the Bratsk region, pregnant women of the high-risk group of the Nizhneilimsk region, Chunsky region, Ust-Ilimsk region.
Due to the fact that the resuscitation and intensive care unit for newborns, as well as the second stage of nursing newborns and premature babies are located in adapted premises, it is necessary to build an obstetric intensive care unit. At present, a contract has been signed for the design and survey work for construction with a deadline until the end of 2022 at the expense of the regional budget.
In more detail, the delegation of the Angara region stopped at the hospital of the Irkutsk Regional Children’s Clinical Hospital. The institution provides specialized, high-tech medical care to the children’s population of the Irkutsk region and is an advanced hospital of the third level of medical care. At the same time, medical care is provided in buildings that are objects of cultural heritage and do not meet modern sanitary and epidemiological requirements. The treatment process is carried out in cramped conditions of the buildings of the main building and the urological building. The age of the main building of the hospital is more than 100 years old, the building of the urological building is 50 years old.
In order to determine the possibility of building a hospital on an existing land plot on Gagarin Boulevard, a tender for pre-project work has been announced. The development of design and estimate documentation is planned until the end of 2023.
The concept of the new hospital was presented to the senators by the chief physician of the Irkutsk Regional Children’s Clinical Hospital Yuri Kozlov. The building is planned to be seven-storey with an estimated area of 52,335 square meters and a built-up area of 0.75 hectares.
In addition, he spoke about the preparatory work carried out on the territory of the institution.
The senators highly appreciated the idea of building a modern hospital. Deputy Chairman of the Federation Council of the Russian Federation Galina Karelova noted that the region needs to accelerate the development of design estimates until August 2023 in order to enter the 2024 budget.
Deputy Minister of Health of the region Galina Sinkova added that from 2019 to 2022, the construction of three children’s polyclinics was completed in the Irkutsk region, work was carried out to replace 135 feldsher-obstetric stations and 11 outpatient clinics.
