The military commissariat of the Irkutsk region recommended to refrain from traveling outside the Russian Federation. This applies to people who are registered and subject to conscription, Yevgeny Fuzhenko, military commissar of the Irkutsk region, said during a press conference on September 23.

Evgeny Fuzhenko:
– There is no direct ban, there are restrictions. People who are registered with the military commissariats of municipalities, who, due to their age and military specialty, are subject to conscription for military service for mobilization, must refrain from leaving the territory of the Russian Federation.

Yevgeny Fuzhenko emphasized that Summons are handed only in personand not by mail or electronically. He also added that upon arrival at the training centers of the Ministry of Defense of the Russian Federation, citizens will be trained, updated knowledge, all this can take up to 10 days.

On September 21, Russian President Vladimir Putin announced a partial mobilization. Portal IRK.ru published the full text of the document signed by the head of state. Russian Defense Minister Sergei Shoigu explained who is subject to partial mobilization. According to the head of the department, this category includes men who have completed military service, have a military specialty and combat experience. In total, Russia will call on 300,000 reservists, but not immediately, but in stages.
