To strike first would mean gaining a monopoly on both the Vaults and the government of the country.
According to Wagner, you should not take any plot twist as truth.

The Fallout series based on the video game universe of the same name premiered on April 11. It received high praise from critics. The show’s rating on IMDb is 8.6 out of 10, and on Kinopoisk – 8.1 out of 10.
