Evgeniy Kavun and Irina Urbakh are accused of committing crimes under Part 3 of Art. 238 of the Criminal Code of the Russian Federation (performance of work and provision of services that do not meet the requirements for the safety of life and health of consumers, committed by a group of persons by prior conspiracy, resulting through negligence in causing serious harm to health, as well as the death of two or more persons), Art. 168 of the Criminal Code of the Russian Federation (destruction and damage to someone else’s property on a large scale, committed through careless handling of a source of increased danger).

Let us remind you that the tragedy occurred on February 9, 2023. The explosion killed 15 people.

As the investigation found out, Evgeniy Kavun and Irina Urbakh went to apartments, introduced themselves as employees of the gas service, checked the equipment and allegedly discovered a malfunction. Then, “not having the knowledge or permission to work with indoor gas equipment,” they carried out repairs. As a result of these actions, a gas leak occurred, which caused the explosion.

At the court hearing, Evgeniy Kavun did not admit his guilt. Irina Urbakh refused to comment on the accusation.

“I cannot admit guilt. Dear victims, my desire not to admit guilt is not a desire to confront you,” Kavun said.

The house where the explosion occurred was declared beyond repair. All residents were given new apartments or compensation. Residents propose to create a memorial park at this site.
