The State Assembly adopted the report of the head of the Altai Republic Oleg Khorokhordin on the activities of the regional government in 2023. In fact, we were talking about work during his entire first five-year term as head of a federal subject. The main provisions of the report will form the basis of Oleg Khorokhordin’s program during the campaign for election to a second term, political scientists believe.

As Kommersant notes in a publication with the telling title “Report for the Future,” the peculiarity of the current report was that this was Khorokhordin’s last such report for his first term as head of the republic. Before the speech, he noted that he intended to “outline some of the results of the work done over a five-year period.”

Oleg Khorokhordin was appointed acting head in March 2019, and six months later he was elected to this post. His term of office expires in September 2024. Khorokhordin has not yet announced his plans to run for a second term, but many local politicians are confident that he will run in September.

It took Oleg Khorokhordin about 75 minutes to sum up the results of the five-year plan. The head of the region reminded the deputies that if in 2018 the own revenues of the republic’s consolidated budget amounted to 6.3 billion rubles, then in 2023 – already 14.86 billion (an increase of 2.4 times). At the same time, the republic has become a leader in Siberia in terms of the quality of regional financial management. The volume of gross regional product has grown one and a half times over five years, reaching 83.1 billion rubles.

In the social sphere, the head of the republic noted the construction of 21 kindergartens with 2.36 thousand places. In agriculture – support under an individual program in the agricultural sector for 123 projects worth 648 million rubles. In the tourism sector, which is one of the foundations of the region’s economy, revenues will grow by the end of 2023 to 818 million rubles, which is 3.5 times more than five years ago.

Representatives of United Russia and the Rodina party in El Kurultai clearly supported the report. MPs from opposition parties criticized him. For example, the leader of the LDPR faction Dmitry Sofronov pointed out the delay in the construction of a number of social facilities, ongoing problems with the allocation of land plots for beneficiaries, high tariffs for electricity and housing and communal services. Head of the Communist Party faction Victor Romashkin considered that the government had not achieved improvement in the lives of citizens, and the independent deputy Askar Tulebaev noted the uncompetitiveness of the products of agricultural enterprises in the region and the weakness of the forestry industry.

In the end, 28 deputies voted to accept the report (in the wording “take note”). Six voted against, three more abstained.

Political scientist Konstantin Lukin believes that the provisions of the report will form the basis of Oleg Khorokhordin’s election campaign. “This will become the foundation from which he will build. Despite the fact that the outlines of plans for the election campaign appeared when he called on all residents to take part in developing a development strategy for the republic,” Lukin noted. On the other hand, according to the expert, the criticism voiced will become “a foundation for participation in elections to the State Assembly of the region” for opposition deputies. They will take place simultaneously with the elections of the head of the republic.
