The contractor for the reconstruction of the Tambov Philharmonic may be declared bankrupt

Problems with the reconstruction of the long-suffering Philharmonic in Tambov continue. Recently, tenders for the supply of expensive equipment for the institution were canceled, and now it turns out that the main contractor of the facility is under threat of bankruptcy.

Kommersant reports that the Arbitration Court of the Moscow Region has introduced a monitoring procedure in relation to the capital organization TsHD Engineering. The Alliance Energy company demanded that it be declared bankrupt due to a debt of 4.9 million rubles under equipment rental agreements. The court included this amount in the register of creditors’ claims, jeopardizing the stability of the reconstruction work of the Tambov Philharmonic.

The deadline for completing work at the site was shifted more than once, even frozen for several years. In the end, a contractor from the Moscow region, TsHD Engineering LLC, volunteered to reconstruct the Philharmonic. The builders offered the best price of 372.5 million rubles. However, the contractor did not have time to complete the work within the specified time frame, and the completion date of the repairs was again postponed.

It is worth noting that the contract with TsHD Engineering was signed after the bankruptcy claim was considered in court. In the process of working at the site, the company even managed to receive a second bankruptcy claim, Kommersant clarified.

The regional government recently announced a deadline for completing the reconstruction of the Philharmonic. Thus, work on the site is planned to be completed by the end of 2024. At the same time, the work on zoning and finishing the interior space of the building has been completed by 50% – such data was provided in March.

Regarding the cancellation of multimillion-dollar tenders for the supply of equipment. Earlier, State Procurement published the results of the auction. According to the documents, the St. Petersburg company Theater and Technical Corporation LLC intended to complete all the work for 584.5 million rubles. However, the plans were not destined to come true.

In early April, the determination of the supplier was suspended due to a complaint. The company that lost the auction, the capital’s Aviation Industry JSC, intervened in the matter. The company considered that the auction organizers made mistakes, and therefore the victory of the St. Petersburg company is illegal. You can read the details of the dispute here.

And although the Federal Antimonopoly Service recognized the complaint of the capital company as unfounded, the customer was still obliged to eliminate all violations and set a new date for the auction.
