The Russian park is going to be located on an area of ​​about 2.6 hectares. The area of ​​the ruins of the Royal Castle and the Central Square in front of the House of Soviets will be subject to improvement. The unfinished building itself, which is now being dismantled, is located outside the future recreation area.

This is a landscaped recreational area. Our task was to create a city park with an emphasis on plants. The governor wanted it to be able to bloom in different seasons. We will select the species composition of plants in such a way that something happens from early spring to late autumn, and in winter, when the leaves fall, the coniferous trees remain green. There will be a lot of flowers: roses, tulips and others,” adviser to the governor Vyacheslav Genne told a Kaliningrad.Ru correspondent.

A large tulip field and a garden of flowering trees will be planted in front of the House of Soviets. A plane tree alley will be preserved along the exit from Leninsky to Moskovsky Prospekt. Nearby there will be a children’s play area, a cafe with a toilet and an amphitheater. An information and tourist pavilion will be erected on the side of Shevchenko Street. The recreation area will be separated from major city highways by an artificial dune with a lawn and trees. It will be built around the perimeter of the site, including on the site of the ruins of the Royal Castle.

“The dune arose in connection with the need to create an internal platform, a certain intimacy and to isolate ourselves from the turbulence of Leninsky Prospekt. Plus, such a complex territory would look bad in a flat design. We didn’t want to get into the archaeological context. We have already been involved in archeology and we know how this story ended – the excavation site was filled up. I have no desire to return to this a second time. This is an expensive thing, we are not ready for conservation of the dungeons. This theme is about the park, about plants, about relaxation,” explained Genne.

The entrance from the overpass will be in the form of a tunnel through a dune. From above, large embankments will be connected by a path with bridge crossings. From there you will be able to go out to the observation deck, which will “hang” over the exit to Moskovsky Prospekt. From there you will have an overview of Kant Island. Local residents compare the object to the “floating bridge” in Moscow’s Zaryadye Park.

Once the new park is completed, parking space will be reduced. There will be space left for cars in the existing parking lot in front of the House of Soviets from Shevchenko Street.

The Russian Park will occupy less than half of the Royal Mountain and will not interfere with the authorities’ plans to develop the neighboring territory. On the five hectares from the House of Soviets to Zaraiskaya Street, buildings and structures of various functions may appear: public, business and cultural purposes. However, the government has not yet decided what kind of project this will be. “We won’t rush, the unfinished building has been there for 50 years, we’ll wait some more time. First we’ll build a park, a garden, and then we’ll decide,” Governor Anton Alikhanov said on his VKontakte page.

They promise to discuss the concept of the Russian Park with citizens and the professional community. “I think it will be a round table with local historians, landscapers, dendrologists, designers to decide how to implement this, and not go into controversy again. For me, the main thing is that most of the architectural decisions for this place were related to landscape and recreational functions. It can be implemented in different designs. But it seems to me that this has been discussed for a long time, it has dragged on. We have been discussing the central part of the city for 30 years: this way and that, tunnels, and skyscrapers, but nothing has changed – an empty clearing. On the positive side, the “Old Tower” was removed and the House of Soviets was removed in the process,” concluded Vyacheslav Genne.

The demolition of the 21-story House of Soviets in Kaliningrad began in May 2023. According to the contract with the Development Corporation, the Tekhnoresurs company must carry out the first stage of dismantling the building. The project involves dismantling the House of Soviets down to the ground level. The work is due to be completed in June 2024. For them, the contractor will receive almost 128 million rubles.
