On April 24, the Kirovsky District Court of Saratov continued the trial of the criminal case against the former Minister of Construction and Housing and Communal Services of the Saratov Region, Dmitry Tepin.
He is accused of abusing his official powers in the matter of providing housing for orphans. According to the investigation, Tepin, as a minister, did not organize the introduction of adjustments to the formation of the purchase price for housing for orphans at the expense of the regional budget. Thus, since the price of housing did not correspond to the market value, there were no people willing to participate in its construction. In addition, according to the accusation, Tepin did not ensure proper control over the transfer of more than 350 one-room apartments to citizens from the category of orphans and did not give the necessary instructions to the Deputy Minister of Construction and Housing and Communal Services of the Saratov Region, Yulia Artemyeva.
As a result, according to investigators, more than 800 million rubles of budget funds were not spent, and 468 orphans did not receive housing.
Judge Pavel Pimenov presides over the trial. The state prosecutor is Elena Chernova, who was absent for a month. She was temporarily replaced by Alexander Povarov.
On Monday the defendant was given the floor. Today he continued his performance. Tepin continues to insist that he does not understand what he is accused of.
“Vague, incomprehensible, non-specific formulations” – he told the court.
He recalled one of the points of the state prosecution. The investigation claims that Tepin gave instructions to his subordinates, including deputy Yulia Artemyeva.
“Allegedly, I, using criminal intent, gave her instructions. But, having familiarized myself with the case, neither I nor my lawyers saw evidence of this. And Artemyeva herself never said during the trial or investigation that I gave her instructions. Maybe they were confused with report? But my signature is there too”Tepin said.
He also denied the accusation of some kind of discrediting the authorities.
“Where and from what is this conclusion drawn by the investigator and the prosecution? There is no point in lying to me. Before me and after me, the figures for the provision of apartments were worse. Here is the result. There was no discrediting of the authorities, including the Ministry of Construction and Housing and Communal Services.”Tepin said.
