— We have several commissions in place to prevent corruption violations. Municipal employees and persons holding municipal positions, which include City Duma deputies, the mayor of the city, auditors of the Chamber of Control and Accounts, are required to provide information and report conflicts of interest, explained the Chairman of the City Duma Andrey Shmidt. – But life does not stand still. From time to time, various situations may arise related to emergencies, some natural disasters, epidemics, or the declaration of martial law.
Andrei Shmidt emphasized that the issue has been brewing since the coronavirus epidemic. Since reports require collecting a number of documents and certificates, in an emergency situation a person may simply not have the opportunity to complete them. In this case, you will need to write an appeal to the relevant commission and explain the situation.
Resorting to this measure is allowed only in truly difficult circumstances: in the event of a natural disaster, fire, epidemic, strike, military action, terrorist attack. If we are talking about personal problems that arose through the fault of the official himself or about events that could have been foreseen, the commission does not recognize the reason as valid.
The decision of the City Duma brought the Chelyabinsk regulations on the work of commissions into compliance with the novelties of federal legislation. The relaxations apply only to reporting. Identified violations will continue to be punished to the fullest extent of the law.
