In Saratov, situations often arise when, after repairing roads and sidewalks, resource workers or signalmen begin their excavations, destroying high-quality asphalt pavement.
Today, at a meeting of the regional parliament, people’s representatives adopted a law establishing administrative liability for failure to inform municipal administrations about upcoming stripping operations.
“Municipalities have the ability to synchronize,” noted the senior prosecutor of the department for supervision of the implementation of federal legislation Alexey Shkromada. – Resource supplying organizations and communications companies must provide information on communications installation work planned for the coming year by October 30. In practice, this information is often not sent, even despite requests from administrations, which creates a threat to public amenities.”
In this regard, it is proposed to introduce administrative liability for failure to inform about stripping operations. The sanction for officials will be a warning or a fine of 50 thousand rubles, for legal entities – a fine of 100 thousand rubles. Moreover, regardless of the damage caused, punishment will be imposed precisely on the basis of the lack of relevant information.
The law will come into force within ten days after its official publication.
Parliamentarian Vadim Rogozhin noted that the law is good and timely, since it is necessary to punish unscrupulous organizations: “But why such an insignificant amount for organizations with multi-billion dollar turnover? They will pay it and continue to violate it.”
Alexey Shkromada explained that 50 thousand rubles is the maximum fine that regions can set.
“For legal entities, 100 thousand rubles is not the maximum fine,” added a representative of the supervisory agency. – We must understand that we establish responsibility for failure to provide information. Taking into account the severity of the objective side of this violation, such an amount was determined. If the amount turns out to be insufficient, we can come up with an initiative to increase it.”
The chairman of the regional Duma also agreed with the need to punish resource workers Mikhail Isaev.
“Companies should be encouraged to work systematically,” added Mikhail Isaev. – A lot of work is being done on roads and courtyards. It’s understandable when emergency situations arise, but when companies plan their work and administrations know nothing about it, as a result a whole bunch of questions arise due to inconsistency.”
