A law tightening the requirements for the operation of nalivoks was adopted today at the 32nd session of the regional parliament.

This is a joint initiative of the Acting Governor of the Vologda Region Georgy Filimonov and deputies of the regional Legislative Assembly.


“In the region, a ban will be introduced on the sale of alcohol from 11 pm to 8 am in public catering establishments located in apartment buildings and in adjacent areas. In addition, restrictions will also affect the sale of low-alcohol drinks – only restaurants, bars, cafes and buffets will be able to sell them. The law will come into force on September 1, 2024,” – said Georgy Filimonov.

The introduced restrictions will lead to streamlining the work of organizations that, under the guise of providing public catering services, actually carry out round-the-clock retail sales of alcoholic beverages.


“Often, in retail outlets in apartment buildings, under the guise of providing catering services, 24-hour trade in alcoholic beverages is carried out. Deputies of the Legislative Assembly received such complaints, but previously there were no legal grounds to ban the activities of “nalivaki”. Now, with the federal law coming into force on April 1, we have the opportunity to ban the sale of alcohol at night. The draft law prohibits the sale of alcoholic beverages from 11 p.m. to 8 a.m. in public catering facilities located in and near apartment buildings. Restaurants are an exception.” – noted the Chairman of the Legislative Assembly, head of the United Russia faction Andrei Lutsenko.

In the Vologda region, about 100 retail outlets sell alcohol in apartment buildings and in the areas adjacent to them. Of these, 24 operate from 20:00 to 9:00 or around the clock.

In case of violation of the requirements, the guilty person may be brought to administrative responsibility. In accordance with the Code of Administrative Offenses of the Russian Federation, high fines are provided for officials and legal entities.
