A new law on administrative violations will appear in Samara, which will regulate the rules for the movement of electric scooters and other means of transportation in the urban environment. According to the rules of landscaping, scooters should not create difficulties for the movement of other vehicles, as well as pedestrians. In addition, it is planned to prohibit leaving electric scooters in the arches of buildings, near monuments, on flower beds and lawns, at public transport stops and 15 meters from them. All necessary documents to change the law have already been prepared; fines will be imposed by district administrative commissions.

Sergei Markin, head of the Department of Transport, also recalled the agreement between the city authorities and companies providing car-sharing scooter services on speed limits in walking areas of the city, as well as a ban on the movement of electric scooters in cemeteries. However, all rules are purely advisory in nature.

In 2023, 1.5 million trips were made on electric scooters in Samara. The mayor’s office also proposed introducing a tax for operators of SIM rental services for the use of city infrastructure.
