About TOS, creativity, prospects, participation in programs and the presidential grant on the initiative of local residents – in an interview with the deputy of the Pskov City Duma for district No. 12 Grigory Storonenkov.

– Grigory Ivanovich, when we talk about the 12th district, we also mean TOS. And already, it seems, such an association is emerging among both city authorities and residents who want changes. Isn’t their potential exhausted? Or is this growth continuing?

– Now we have nine TOS. The 10th is in the process of registration. As our great classic Nikolai Gogol said: “One of the highest pleasures is creativity.” And CBT is an opportunity to create within certain boundaries. When you understand what to do and what you can get, and if you already succeeded the first time, you willy-nilly get involved in this process. And then, your neighbors see and think: “If he succeeds, then why can’t I change the yard in which I live or part of the yard area?” And the person becomes involved, and this leads to positive changes, to some kind of improvement. And becomes an example for everyone else. Things really went well for us; there are leaders who are winning the fourth competition and have already received virtually everything they wanted and even something they never dreamed of. And all this is within the framework of the TOS movement. And our flagships are Anna Grigorieva and Tatyana Derevenskikh.

Your own sketches

– The other day, the head of Pskov, Boris Elkin, summed up the results of the city project competition. And again, your residents are among the winners. Do you tell them what to pay attention to or do they take the initiative themselves?

– The system should always work. If you set up this system, it starts to work. All work in the district began with information support. We have a good group on the VKontakte social network, led by Elena Zinovieva. Thanks to her for this. We highlight all the positive experiences and people who are involved in something and who are driving positive change in the district. And then the number of people who want to create increases. Moreover, I no longer give suggestions, they give me ideas. For example, residents see an empty area, propose to make a park or something else, that is, they themselves make sketches. And in fact, I’m just the person who gave birth to this wind, and now we are reaping a wave of proposals. It’s very good when people are active, when they want something, and when they see what happens.

Their five year plan

– You drew up a plan for the transformation of public areas?

– Yes. Five years old. And we work on it and move on. This is creativity, it is probably addictive. Pskov took part in initiative design for the first time. We won the regional competition of initiative works “Belochkin Farm”.

– When will work start there?

– Literally already in June. We have plans for next year too. In fact, the projects come one after another. This year we submitted documents for a presidential grant. We are waiting for the results.

– Very interesting, what is the topic of the grant?

– “My Story” – that’s what it’s called. In fact, we are talking about the history of part of our district. These will be visual maps and stands – a visual acquaintance with the small homeland. In our area there are excursions to these places.

“We vote, not get sick”

– I can’t help but ask about the “Formation of a Comfortable Urban Environment” program of the presidential national project “Housing and Urban Environment.” Surely you are following how the voting is going? There are also projects from your district, who are you rooting for?

“We’re not sick, we’re voting for the territory near the Devil’s Creek.” These are paths, lighting, benches. We want to create a beautiful walking area. Of course, the money that will be allocated is not quite enough, but we intend to continue to participate in the initiative design in order to add some elements so that overall we get a good, popular walking area for residents.

– And, as I understand it, all these local projects ultimately fit together?

– Absolutely right. What we don’t finish, like “Squirrel” last year, we will complete it a second time through proactive design. While there is an opportunity, we need to make our district beautiful, attractive, and residents in this sense help us a lot and take an active part in voting, supporting, and putting forward initiatives.

So we have a very militant, lively, proactive district.
