During a discussion of new requirements for NTOs, deputies asked about the kiosk at the Philharmonic

A draft law on adjustments to the regional law “On Administrative Responsibility in the Kirov Region” was introduced by ZSKO deputy Vladimir Ponarev. Today at a plenary meeting of the regional parliament, deputies unanimously adopted it in the first reading.

— The draft law has been prepared in order to establish measures of administrative liability for violation of the requirements established by municipal legal acts of local governments for non-stationary retail facilities, – Ponarev explained.

There are several main changes. Firstly, administrative liability is introduced for self-employed citizens who have violated the NTO placement scheme (this scheme is approved by local governments). Secondly, administrative responsibility is introduced for the placement of NTO in violation of the requirements for the distance of the object from buildings and structures, to the appearance and technical features of the NTO. The measures are proposed to be applied to self-employed citizens, officials and legal entities. In addition, the wording of the article of the law is brought into compliance with current federal legislation.

— If adopted, the law will come into force on September 1, 2024, — Ponarev added.

“I have already spoken at the committee and talked about this. One of the NTOs stands opposite the Philharmonic. No norms have been violated, but you will agree that this object does not decorate the architectural ensemble. Everything is legal, but who allows such things? We are passing the law. Yes, 15 meters from the house, but according to this law, can a kiosk be placed in the middle of the Philharmonic? How will this rule work in the future? – Deputy Albert Bikalyuk asked a question.

— This is why certain sanctions are introduced. And the entrepreneur you mentioned does not violate anything. Your question was answered at the committee meeting. They explained to you that in preparation for the 650th anniversary of Kirov, the square in front of the Philharmonic will be reconstructed. And that for the kiosk that is bothering you so much, there are already certain agreements with the entrepreneur who uses this NTO. He will be moved – commented Vladimir Ponariev.

Amendments are accepted for the second reading until May 13.
