From September 1, 2024, some students of SEC named after. P. Machnev will begin training under the programs of the federal project “Professionality”. It was the issues related to the implementation of this most important federal project in the Samara region that became the main topic of the off-site meeting of the relevant commission of the Public Chamber.
The country’s leadership has set the task of training more than 1 million specialists in blue-collar professions within 5 years for key industries to ensure Russia’s security and competitiveness, recalled commission chairwoman Galina Gusarova. It is for this purpose that the federal project “Professionalism“, within the framework of which educational and production clusters are created, the educational base is updated, and enterprises and employers, in close contact with institutions of secondary vocational education, formulate educational programs based on the needs of the economy.

Federal project “Professionalism“has become a point of development for the entire system of secondary vocational education, emphasized Christina Kuzmina, head of the department of vocational education and science of the Ministry of Education and Science of the Samara Region. In 2022, 70 educational and production clusters were created in Russia, including two in the Samara region (railway and mechanical engineering). The project includes the most important areas of training: we are talking about industries that are in dire need of personnel here and now.
Total in the project “Professionalism» 1,200 colleges and technical schools and 1,600 enterprises in the real sector of the economy in various industries are already participating. It is planned that from September 1, 2024, 1.35 million students will study under the project’s programs in Russia: 370 educational and production clusters will already operate in 79 subjects of the Federation, training will be conducted in 24 industries.
“If at first it was difficult to recruit students, now the competition is quite high: the children and their parents see how the situation is changing, that specialists are in demand by enterprises. Today in the Samara region there are 90 thousand students in the secondary vocational education sector, and 104 thousand in the higher education system: these numbers have never been so close. More than 60% of schoolchildren after 9th grade choose the system of secondary vocational education. This is a huge responsibility, because students need to be trained in accordance with the demands of the modern labor market. In the Samara region, 85 educational organizations train personnel in the secondary vocational education system. Dual training is being developed, in which part of the educational process takes place directly within the walls of enterprises: 15 thousand students are currently undergoing practical training directly on the job; many are already employed while still studying. 4 thousand students are trained at the direct request of employers: as part of targeted training,” said Kristina Kuzmina. “And we, of course, plan to develop the region’s participation in the federal project.”Professionalism“, despite serious competition from other regions. We hope to support the region’s enterprises. Last year, a new project was also launched – “Professional Minimum”, which assumes that students in grades 6-11 should be included in various forms of career guidance: professional tests, master classes, excursions – therefore we invite potential employers, enterprises and organizations of the Samara region to join work.”

Support from an industrial partner is a mandatory condition for participation in the project “Professionalism” As of 2023, only 9 construction educational and production clusters have been created in Russia; three more are in the process of formation, including Samara. The main problem for the construction industry is that there is no large anchor employer here: for example, in the Samara region today there are about 2.5 thousand organizations in the construction sector, noted Svetlana Demyanova, Chairman of the Public Council, General Director of the SRO SredVolgStroy Association. All these organizations are experiencing a shortage of personnel, but are trying to look for ready-made specialists rather than “grow” personnel for themselves. The situation is complicated by the fact that Federal Law No. FZ-44 of April 5, 2013 interferes with long-term long-term planning in the construction industry. “It is necessary to break existing personnel stereotypes among construction organizations“, says Svetlana Demyanova.
Time today is the most important resource, and it should not be wasted on retraining a graduate of an educational institution when applying for a job. SEC named after P. Machneva became the base college of the educational and production cluster of the construction and energy industry of the Samara region. The cluster includes a number of industrial partners, including two self-regulatory organizations in the field of construction, whose members are almost 2 thousand enterprises. The main employer is the National Association of Builders. In addition to SEC, the cluster participants also include 8 more network educational organizations (including 4 from Togliatti). From September 1, 2024, within the framework of the cluster under new programs “Processionality“(duration of study – 3 years) 775 students will begin studying (including 175 people in SEC). The most popular specialties and professions are: “construction and operation of buildings and structures”, “operation and maintenance of an apartment building”, “repair and maintenance of housing and communal services engineering systems”, “electrician for the repair and maintenance of electrical equipment (by industry)”, “operation and maintenance of electrical and electromechanical equipment (by industry).”

The cluster infrastructure is formed at the expense of budgetary funds and employers’ funds: premises are being renovated, new modern educational and computer equipment is being purchased. So, in the SEC named after. P. Machnev created a laboratory for information support of capital construction projects and housing and communal services (estimating, development of architectural and construction drawings, calculation of building structures), a laboratory for organizing construction production, a testing ground for the operation and maintenance of electrical and electromechanical equipment. It is important that, within the framework of the project, teachers and industrial training masters of educational organizations included in the cluster must undergo internships at the facilities (productions) of employers. In addition, specialists from production should be involved in teaching: and this sometimes becomes a problem, noted Vladimir Bochkov.
Another problem for colleges working within the framework of the project “Professionalism”, is that in order for the project to be considered successful, they need to show a high percentage of graduates being employed. But out of this percentage, the guys who go into the army “drop out”: a serious problem for educational organizations, where the majority of students are boys. According to social activists, these provisions require adjustment: such graduates should not be listed as unemployed.
In general, our young people should go to secondary vocational education institutions or universities, not because something is fashionable, there are many budget places in some specialties, or for some other far-fetched reasons. The direction and faculty must be chosen according to vocation. Only in this case will graduates be happy to work in their specialty in the future. This means that career guidance work must be approached very seriously.“, says Oksana Kovnir, member of the Council of the Public Chamber of the Samara Region.

The off-site meeting of the profile commission of the regional Public Chamber was timed to coincide with a bright event – chamber members became guests of the opening ceremony of the regional stage of the Stroymaster professional skills competition in the Samara region, and then visited the competition sites.
The competition is held by the Association “National Association of Builders» with the support of the Ministry of Construction and Housing and Communal Services of the Russian Federation. This year it should cover 50 regions; The competition will be held in 4 categories: “Best Bricklayer”, “Best Plasterer”, “The best installer of frame and sheathing structures“, “The best welder”. The main goal of the competition is to popularize the construction professions and awaken the interest of the younger generation in the construction and housing and communal services industry. At the opening ceremony, college students demonstrated their creative talents to the competition participants and guests; but the children’s teachers have no doubt that over time their students themselves will successfully take part in professional skills competitions.

The construction industry has always stood out for its energy and attention to the quality of training of specialists. The main thing is that the young specialist can skillfully apply the knowledge gained, including in practical classes, in life. The most important quality of a specialist is the ability to achieve goals despite obstacles. The higher the professionalism of the people who enter the construction industry, the higher the quality of work, the more durable the constructed objects. If a person loves his profession, he strives to become the best in it, for which he needs to study well and strive for results. Over the past three years, during which the college named after. P. Machnev is actively supported by construction companies (as potential employers) and the leadership of the region; not only the walls have changed here, but also the faces of the students, the guests of the event admitted. “We invite those construction organizations that have not yet entered into an agreement with the college to do so.
