The Tula Regional Duma will consider the draft law “On Amendments to Certain Legislative Acts of the Tula Region.” The initiator was the chairman of the regional election commission, Pavel Veselov.
Thus, it is proposed to abandon voting using absentee certificates, since the development of the “Mobile Voter” mechanism has led to the lack of demand for the institution of absentee certificates.
The concept of “loss of citizenship of the Russian Federation” will be replaced by the concept of “termination of citizenship of the Russian Federation” in the law of the Tula region No. 815-ZTO.
It is proposed to specify the rules for taking photos and (or) videos in the voting premises. It will be conducted by authorized persons in such a way that the secrecy of voting is not violated, there is no possibility of control over the expression of the will of citizens and the confidentiality of their personal data is maintained.
In order to exercise the voting rights of persons in places of detention outside their electoral district, the bill provides for the possibility of creating special polling stations.
The bill provides for the possibility of assigning to the election commission of the Tula region the powers of the commission that organizes the preparation and conduct of elections to local government bodies in the territory of Tula, and also establishes its powers in the event of the assignment of such powers.
Changes will be made to two laws of the region to ensure the possibility of creating polling stations during elections of deputies of the Tula region and the governor of the Tula region for voting by voters outside the territory of our region.
In addition, the law of the Tula region No. 21-ZTO introduces the obligation of a candidate for the position of governor of the Tula region, if he has a criminal record, after registering as a candidate, to submit information about this criminal record to the election commission of the Tula region.
It is noted that all amendments are intended to bring regional legislation into line with federal legislation.
