A ceremonial meeting dedicated to the 30th anniversary of the Smolensk Regional Duma, the first session of which met on April 14, 1994, took place in the large hall of the House of Soviets. The event was attended by deputies of all convocations of the regional parliament, Governor Vasily Anokhin, Deputy Chairman of the State Duma Sergei Neverov, representatives of federal structures, public organizations and the clergy.
The meeting began with a video prepared by journalists from the Smolensk State Television and Radio Broadcasting Company, the authors of which spoke about the modern life of the regional Duma and the first steps of the regional legislative assembly.
Over the 30 years of activity of the Smolensk Regional Duma, its chairman Igor Lyakhov noted, more than four thousand laws were adopted, deputies held tens of thousands of receptions with citizens, and met with voters in their districts. The speaker called this area of activity the most important for parliamentarians: direct communication with people allows them to solve the problems they face, and in addition, the proposals of Smolensk residents have more than once formed the basis for laws adopted by the Regional Duma.
The thirtieth anniversary is a serious milestone in the life of the deputy community, noted Governor Vasily Anokhin. He emphasized: over the years, a regulatory framework has been created, according to which the Smolensk region now lives, and currently the deputy corps is effectively working to solve problems aimed at the socio-economic development of the region. The task of each deputy, the governor added, is to do the maximum possible for his fellow countrymen, and it is especially important to work as one team for one goal – improving the quality of life of citizens.
The role of the Smolensk Regional Duma in the development of the region was discussed by the chief federal inspector for the Smolensk region, Yuri Streletsky, and the chairman of the Smolensk regional court, Evgeniy Shepelin. They, in particular, noted the professionalism of the deputy corps, the ability of parliamentarians to cope with a variety of tasks, and to improve the activities of other branches of government.
The heads of the Smolensk, Vyazemsk and Roslavl dioceses also congratulated the regional Duma of deputies on the 30th anniversary. Metropolitan Isidor of Smolensk and Dorogobuzh, in particular, emphasized that the work of parliamentarians deserves the highest praise.
Thirty years is a moment for the history of the Smolensk region, but a serious period of time for parliamentarism in the region, noted Deputy Chairman of the State Duma Sergei Neverov. According to him, it is especially important that the deputies of the regional Duma have always been and remain with the Smolensk people – their fellow countrymen, and solve their problems, regardless of their affiliation with one or another political party.
Senators Artem Malashchenkov and Ruslan Smashnev, and State Duma deputy Artem Turov also addressed the participants of the ceremonial meeting. In the past, the activities of each of them were in one way or another connected with the regional Duma, and now they continue to work together to solve problems that exist in different spheres of life in the Smolensk region.
Without exception, all speakers spoke about the importance of the work associated with supporting participants in a special military operation and members of their families. In addition to adopting laws regulating this area, deputies actively participate in collecting humanitarian aid for residents of new regions of Russia, helping to purchase equipment needed by military personnel, including those on the front line, and personally delivering what is collected to our fellow countrymen.
The anniversary date, of course, is an occasion to celebrate those who contribute to the activities of the regional parliament. Letters of gratitude and certificates – both regional and federal levels – were awarded to deputies and employees of the apparatus of the Smolensk Regional Duma, on whose work the daily functioning of the legislative power of the Smolensk region depends.
