In Russia, the long-term savings program (LTS) began operating at the beginning of 2024. The new financial instrument allows citizens to save money in order to receive additional income in the future, or to create a safety net in case of special life situations.

Deputy Director of the Department of Financial Policy of the Ministry of Finance of Russia Pavel Shakhlevich notes that the main goal of the PDS at the state level is to develop a culture of long-term savings for citizens. He also explains that the program provides for state co-financing of contributions, tax deductions, inheritance by legal successors, and preservation by the state.

The program is completely voluntary. Any citizen over 18 years of age can join. The agreement is concluded with any of the PDS operators, which are non-state pension funds. A list of organizations that have joined the program can be found on the website www.napf.ru.

Savings can be used after 15 years of the contract or when women reach the age of 55 years and 60 years for men.
