The City Duma of Shadrinsk by a majority of votes did not support the initiative of deputy Alexander Bukharov to return the funds illegally allocated for a bonus to the mayor of the city Anton Mokan to the municipal budget. The deputy himself told a URA.RU correspondent about this, attaching a video of his speech.
“The fifth question I propose to include is the question of an appeal to the head of Shadrinsk Mokan. On April 9, the cassation court declared the decision of the Shadrinsk Duma to approve the payment of the bonus to the mayor illegal and overturned. It came into force. The decision of the Duma on the promotion was declared illegal. The question arises about returning this amount to the Shadrinsk budget. I believe that the return should take place in a non-judicial manner, and I propose to contact the head to return the money to the budget and provide evidence – a receipt for the transfer of money,” he said.
Deputies of the Shadrinsk Duma, having listened to Bukharov’s proposal, voted. Most of them opposed their colleague’s proposal. “The decision did not pass,” the Duma concluded. The URA.RU correspondent tried to contact the chairman of the City Duma, Vladimir Pikalin, but the call was not answered.
Earlier, URA.RU wrote that the prosecutor’s office managed to cancel the decision to pay the mayor of Shadrinsk after two court losses. The position of the prosecutor was supported by the Seventh Court of Cassation in Chelyabinsk on April 9, recognizing the actions of the City Duma deputies as illegal and canceling the legal act on the bonus in the amount of 172,000 rubles. The reason was the use of budget funds for the bonus that were not provided for such payments. Also, deputy Bukharov previously suggested that all deputies resign.
