On April 24, a meeting of the Vladimir City Council of Deputies took place. Ilya Aleksandrovich Isachenko, head of the Russian Ministry of Internal Affairs for the city of Vladimir, addressed the deputies with a report on the work of the ministry for 2023.

So, during the event, the question arose about banning 24-hour alcohol stores, the so-called “nalivaki”. Dmitry Pavlov, deputy of the 12th district, addressed the head of the Ministry of Internal Affairs about one of them:

“Regarding Stroiteley Avenue, 2, illegal alcohol is still being sold at the address. Also, these “zombies” come there and leave in approximately the same condition. So far the situation has not changed. This is the first part of the question, and the second part: during For many years, including through the People’s Control project, I have been dealing with issues related to liqueur drinks in our city, and my colleagues at the federal level have also been involved in this. This year, the State Duma adopted a law banning liqueur drinks in residential buildings. Colleagues from the Legislative Assembly have already adopted the relevant regulations. Please tell me how the work will be structured?” – asked the deputy.

The head of the Russian Ministry of Internal Affairs for the city of Vladimir said that work was carried out at this address and even a criminal case was initiated:

“We heard the problem. I can say that we carried out a number of operational search activities in relation to this address, which allowed us to initiate a criminal case under Article 171.4 of the Criminal Code of the Russian Federation “Illegal retail sale of alcohol and alcohol-containing food products.” Also, when documenting this composition, citizen insulted a police officer. We transferred the material to the investigative committee – 2 criminal cases are combined into one proceeding. And this citizen will be prosecuted. Now we will see how the court will consider this criminal case. We’ll inform you,” – assured Ilya Isachenko.

The head of the city ministry also spoke about how the fight against liqueurs is currently going:

“I was also partly prepared for this issue, because we see certain complications in the operational situation in the operating areas of these establishments. There are 39 such establishments in the city that operate at night. We have drawn up 77 administrative protocols in relation to these facilities. Part of the protocols sent to Rospotrebnadzor, some of the protocols were sent to the court. The total amount of fines for 2023 amounted to 355 thousand rubles. We are issuing orders and warnings to eliminate the causes and conditions.”– said the head of the Ministry of Internal Affairs.

Over the past year, the establishments underwent inspections:

“Well, we demand from ourselves that there are video surveillance cameras in trading areas. We have repeatedly checked these establishments with Rospotrebnadzor and the Department of Entrepreneurship of the city administration: we took special equipment to check the alcohol that is there,” – said a representative of the ministry.

However, the problem is not in the sale of alcohol, but in the operation of establishments:

“The very work of the institutions creates problems due to the fact that they work around the clock. We studied the practice in the nearest regions: in Nizhny Novgorod, Kazan. There these institutions work up to 3 hours, and we see that the problems, the main crimes, they take place just after 3 o’clock, when all establishments close. These establishments work for us, so we need to work together to resolve these issues. Moreover, now there has been a change in the legislation related to the circulation of alcohol and the circulation of these establishments. which allows us to resolve this issue at the local level. We have problems on Bolshaya Moskovskaya almost every Saturday and Sunday. At Egorova, 8, I assure you that the problems are less there,” he said. – summarized the head of the Ministry of Internal Affairs.

Earlier, the governor of the Vladimir region, Alexander Avdeev, announced that on February 14, the President of the Russian Federation signed federal law No. 6-FZ. According to the legal act, regional authorities will be able to introduce additional restrictions from April 4. According to the updated regulatory act, the constituent entities of the Russian Federation have the right to establish requirements for the retail sale of beer and beer drinks, cider, poire, mead in catering establishments located in apartment buildings (“nalivaikas”).

The head of the 33rd region emphasized that the authorities at all levels received many appeals from residents. People complain about constant noise, dirt, and violations by visitors to such retail outlets and “shop-cafes” on the ground floors. However, according to Avdeev, it was not possible to defeat the nalivayki in the region due to federal legislation.
