A special zone for an experimental aviation airfield has been identified in Rostov

At a meeting of the City Duma on April 23, deputies approved new rules for land use and development of Rostov. They affected the territory of the old airport, the lands of Rostvertol PJSC, as well as flood zones within the city.

As it became known during the meeting, the boundaries of flood zones in Rostov will be marked in the general plan. Previously, dangerous areas were identified by the Don Basin Water Administration. Now these lands will be displayed on the map of territories as zones with special conditions of use. A document that defines flood zones and flooded areas was developed back in 2022, but it was submitted for consideration only in March 2024.

This winter, as a result of rains, heavy precipitation and rising groundwater, a number of gardening partnerships, as well as dozens of residential buildings in Rostov, were flooded. In 2024, rising groundwater also drowned the archive premises of the Pervomaisky District Court.

During the meeting, a new zone for the placement of specialized facilities was determined. As Dmitry Oleynikov, Chairman of the City Duma Standing Committee on Urban Affairs, Urban Planning and Land Use, said, in order to operate the experimental aviation airfield on the territory of Rosvertol, a new territorial zone for the placement of specialized facilities S-5 has been created. The deputy did not specify the details of the use of the special zone.

Other changes affected the territory of the old airport. It is covered by the new territorial zone of integrated development of territories of the first type KR-1. It allows the development and maintenance of an area intended to accommodate residential and public buildings, recreational facilities, as well as parks and squares. Let us recall that two years ago the governor of the Rostov region Vasily Golubev signed a draft decision on the comprehensive development of the territory of the old Rostov airport. The head of the region announced plans to build a new residential neighborhood on an area of ​​more than 350 hectares.

“According to the regional Ministry of Transport, to create a full-fledged territory for integrated development in this area of ​​the Don capital, it will be necessary to build and reconstruct 20 roads and 6 interchanges. Their design alone will require over 200 million rubles. We will allocate the first 70 million for the preparation of project documentation next year,” Golubev said.

The first four houses on the territory of the old Rostov-on-Don airport are planned to be commissioned in the spring. At the end of 2024, there will be five more multi-storey buildings.

Deputies of the City Duma unanimously supported the changes being made to the rules of land use and development.
