St. Petersburg deputies switched to anonymous declarations of income and property. Now all data is published in a summarized form. Only the amounts are visible in the documents, but it is impossible to understand who they belong to. It’s a strange coincidence that since then these amounts have begun to grow exponentially.

The last time the composition of the St. Petersburg Legislative Assembly changed was in 2021. At the end of that year, parliamentarians published declarations in their usual form for the last time. Entrepreneur Alexey Dalmatov earned the most money then – 32 million rubles. He also discovered an apartment in NATO Spain and a house in Portugal.

At the same time, the total income of 50 Legislative Assembly deputies in 2021 amounted to 217 million rubles. It turns out that the average St. Petersburg deputy earned 4.3 million rubles a year. This is 4.8 times more than the average annual salary of an ordinary city resident, recorded by Rosstat.

After this, the deputies decided that in the context of a global confrontation with NATO, the enemy, in the apt expression of Anatoly Wasserman, “is undesirable to show convenient targets.” You are convinced that he is right every time you watch the targets grow in size literally before your eyes.

Already at the end of 2022, the total income of St. Petersburg deputies amounted to 313 million rubles. On average, 6.3 million rubles per brother. The increase is almost one and a half times. At the same time, the largest amount has already reached 106 million rubles.

In 2023, deputies stopped being shy altogether. This time they collectively earned more than half a billion rubles. The average deputy income has grown to 10.4 million. It turns out that during the existence of anonymous declarations, deputies began to earn almost 2.5 times more. At the same time, the average income of a people’s representative is now 9.1 times higher than the average salary of a working St. Petersburg resident. That is, in just two years the gap has doubled.

An interesting detail – the richest deputy of 2021, Dalmatov, left parliament and was not included in the latest statistics. That is, the people’s representatives were able to achieve such impressive results in the absence of the most promising of their colleagues.

Another interesting detail is that the incomes of spouses of parliamentarians, on the contrary, became significantly less compared to last year. By about 20%.

But the main intrigue suddenly arose around the question of the richest deputy of the Legislative Assembly, who this time earned 210 million. 78.ru sources stated that we are talking about the former head of the board of directors of the construction company Leader Group and representative of the Communist Party faction Alexander Rassudov, but he himself resolutely denies this money. As well as other deputies from among former entrepreneurs.

In the previous convocation, most often the honorary title of the richest deputy went to Rassudov. In 2016, he earned 776 million rubles, in 2017 – 844 million, in 2018 – 513 million. However, at some point, the politician apparently remembered that a real artist must be hungry, especially a communist artist, and to At the end of his convocation, his income decreased noticeably. In 2020, they amounted to less than 6 million rubles. And in 2021, they barely exceeded 8 million.

From 2022, the richest deputy can only be recognized if he himself confesses. According to media reports, in the first year of the SVO, Rassudov again earned a respectable 106 million and topped the salary rating. However, this time, according to the communist, he had absolutely nothing to do with it.

– I have absolutely nothing to do with these numbers. To be honest, it makes absolutely no difference who showed you what,” Rassudov told 78.ru.

And he advised the TV channel journalist “it’s better to earn your own money than to count other people’s.” Sounds very motivating. Something like: “If you want to be rich, be rich.”

But is it right to attribute the sharp increase in deputy income solely to the appearance of anonymous declarations? What if deputies always become richer after entering the city parliament? In addition, in 2021, some deputies got into the Legislative Assembly only in the fall, and before that they had much more modest salaries.

We checked how the incomes of deputies of the previous convocation changed during the first two years after the elections. Then average incomes first increased slightly, and then fell compared to the original indicator. However, the final figures are not very indicative, since they were almost entirely determined by the dynamics of deputy Rassudov’s income. He alone earned several times more than everyone else.

By the way, even now a group of several deputies is noticeably ahead of their colleagues in terms of income. To get more accurate data, we decided to look at median incomes. That is, the income of such a deputy who is exactly in the middle between the richest half of his colleagues and the poorest.

In 2016-2018, the median grew, but extremely slowly. In 2016 it amounted to 2.46 million rubles, in 2017 – 2.53 million, in 2018 – 2.63 million.

A completely different picture can be observed after the introduction of anonymous declarations. In 2021, the median income among deputies of the city parliament was 2.99 million rubles, in 2022 – 3.47 million, and in 2023 – 5.06 million. That is, even relatively poor parliamentarians now began to get rich much faster. In just two years, the figure increased by almost 70%.

By the way, the poorest of the 50 deputies of the city parliament earned 4.3 million rubles in 2023.

Wasserman’s concerns about the targets are understandable. The fact is that as of 2021, the families of several parliamentarians owned real estate in NATO countries. You could say behind enemy lines. Marina Shishkina and her husband had two houses and a plot of land in Finland on their balance sheet. Rassudov’s wife had apartments in Spain, and Igor Vysotsky’s wife had an apartment in the Czech Republic.

Now enemy muzzles will not be able to get to other people’s property. This means that the city parliament is no longer afraid of sanctions.

And even if the enemies find themselves right under the walls of the Mariinsky Palace, they will not catch the deputies. In any case, if nothing has changed in their fleet. In 2021, only Harley Davidson motorcycles were owned by four people’s representatives – Yuri Avdeev, Dmitry Pavlov, Maxim Yakovlev and suddenly Olga Gerasina.

So the fate of city legislation is in safe and golden hands.
