And this The “find” turned out to be completely accidental: the then head of the Voronezh representative office and Deputy Prime Minister Alexey Aksenov did not want to pay the capital’s municipal utilities 9 thousand 862 rubles for removing snow and ice from the roof of a building on the street. The utility companies filed a claim with the arbitration court, and it ended up in the arbitration file, and this Moscow facility, which no one needed in Voronezh, “lit up.” But the case in arbitration court was lost. Be that as it may, things are beginning to “wake up” in Voronezh: on Monday, the regional Ministry of Construction (as the customer) announced tenders to find contractor who will carry out design and survey work for the upcoming reconstruction of this object. They are ready to spend 5 million 409 thousand rubles from the regional budget for these purposes. At the end of last year, the now former Department of Construction Policy spent 491 thousand rubles on instrumental inspection of the technical condition of building structures in house No. 11 on the street. Auction documents released Monday said the work would take 180 days from the date of contract. It could be signed at the end of May. One of the annexes to the government contract states that the reconstruction of this three-story building (with a basement) involves not only increasing the dimensions of the 2nd and 3rd floors, but also the construction of the 4th floor. Thus, the total area of ​​the Voronezh representative office building can be increased almost 2 times (!), from the current 630 sq. m to 1173 sq. m.

Currently, the representative office of the Voronezh region in Moscow rents premises with a total area of ​​only 404 sq. m for its needs, where about 5 – 6 employees can work. Did the regional government need to support (accept) such a rotten gift from the Moscow mayor’s office? After all, in its repair, reconstruction, and in fact the construction of a new building, it will be necessary to invest, apparently, several billion rubles (!) from the budget of the Voronezh region

Judging by what was published a year ago sketches of the future building Voronezh representative office, building 11 on the street. The number of officials in the new offices can be increased by 2 – 3 times, because someone will have to be accommodated in 1173 square meters!

Perhaps, you shouldn’t wait for design and survey work to be carried out to understand: from the current 19th-century mansion, in the event of “reconstruction”, only “horns and legs” will remain, that is, only brick walls, and only from the facade. Everything else will have to be built “from scratch” and even lower, a new foundation will have to be built, and so on. And such work in the center of Moscow can cost 5 billion rubles, and more.

Is it necessary to spend budget money like this, taking into account the reconstruction of the second football stadium “Fakel” in Voronezh, where work could also cost many billions of budget rubles? To the first Fakel stadium, on the street. The writer Marshak, with 10 thousand seats for fans, has already cost taxpayers 2 billion rubles, with the initial price of the government contract being 811 million rubles. The second, for 25 thousand fans, can cost 10 billion rubles or more.

And such budget money would be enough to solve various social problems, for example, the purchase of apartments for various beneficiaries. It would be possible to completely eliminate the waiting list for housing for the categories of Voronezh residents – orphans – in 1-3 years, by purchasing about 3,000 apartments for these people on the waiting list.

The most interesting, funny and sad: Representative office of the Voronezh region at the federal authorities of the Russian Federation from October 2023 (according to the decree of Governor Gusev) is in the process of liquidation. She took a drag on something.

But judging by the front signs (which were changed three times in 4 months), the liquidated organization will be replaced by only a “department for organizing interaction with federal government bodies.” It will be part of the Administration of Voronezh Region. That is, the status of the new organization (department) is significantly lower than the representative office being liquidated.

If so, then why build a four-story building in Moscow for a former representative office of some department?

By the way, in the center of Voronezh, as Notepad recently reported, on the street. Kirov rents 1,100 square meters of office space for “an entire ministry” – economic development, where about 30 people can work. And judging by the income declarations of officials, only about six employees officially worked at the Voronezh representative office in Moscow. This means that budget expenditures will have to be increased 5 times only on “Moscow Voronezh” officials for the future department?

The new office can be headed by the plenipotentiary representative of the governor of the Voronezh region to the federal government bodies of the Russian Federation.

After 7 months have passed since the announced “administrative reform” in the structures of the regional government, the head (chief) of the new structure has still not been announced.
