Heads of the control and accounts chambers of the Volgograd region, DPR and LPR signed agreements on cooperation

The signing of documents took place today at the site of the Volgograd Regional Duma, as part of a seminar-meeting of the control and accounting bodies of the regions included in the Southern Federal District.

The signing of agreements will contribute to the development of cooperation between control and accounting bodies in order to improve and increase the efficiency of external state financial control. The exchange of work experience, statistical, methodological, legal information, holding joint conferences, seminars, consultations is provided. The documents were signed by the chairman of the region’s PSC, Alexander Nosov, and the chairmen of the DPR Accounts Chamber, Elena Deinega, and the LPR Accounts Chamber, Pavel Muratov.

The main task is, of course, assistance to our newly formed territories, personnel assistance, legal assistance, analytical assistance. I would like to emphasize that the staff of the Volgograd region control post are ready to travel to the LPR and DPR, – Alexander Nosov, Chairman of the Chamber of Control and Accounts of the Volgograd Region.

The seminar-meeting was attended by representatives of the Accounts Chamber of Russia, control and accounting bodies of the Volgograd, Rostov and Astrakhan regions, Krasnodar Territory, the republics of Adygea, Kalmykia, Crimea, the city of Sevastopol, Donetsk and Lugansk people’s republics. Welcoming the guests, Chairman of the Volgograd Regional Duma Alexander Bloshkin noted the importance of the tasks that control and accounting bodies solve. In the Volgograd region, the region’s Chamber of Control and Accounts was created by the regional Duma in April 1996.

Over the years, close and fruitful cooperation has been established between the regional parliament and the Chamber of Control and Accounts of the Volgograd Region; the PCB is a full participant in the budget process in the Volgograd Region. In addition, in our region it is vested with the right of legislative initiative. The regional deputy corps highly values ​​the contribution of the regional control and accounting body to the work of the financial control system in the Volgograd region and welcomes the expansion of the boundaries of cooperation of the regional PCB for the exchange of experience with its colleagues from other regions, – emphasized Alexander Bloshkin, Chairman of the Volgograd Regional Duma.

The seminar participants focused on the issues of managing accounts receivable for income. Representatives of the Volgograd, Rostov and Astrakhan regions, Krasnodar Territory and the Republic of Adygea shared their work experience.

The topic is important and this was noted in the president’s instructions. “I saw many interesting new approaches to accounting for accounts receivable and how to effectively reduce them,” noted Andrey Baturkin, auditor of the Accounts Chamber of the Russian Federation.

The topic raised at the meeting is relevant for all regions.

Everyone agrees that we need to go further, we need to improve legislation, improve the mechanisms of instruments in order to facilitate, simplify the issues of replenishing the budget – Mikhail Struk, Chairman of the Volgograd Regional Duma Committee on Budget and Tax Policy.

Summing up the results of the seminar-meeting, the chairman of the branch of the Council of Control and Accounting Bodies at the Accounts Chamber of the Russian Federation in the Southern Federal District, Valery Khripun, noted the importance of such meetings.
