New regulations for real estate approvals are being developed in Moscow

The capital is developing regulations for the approval of development projects, in which development parameters will be determined based on the quality of architectural and planning design, Moscow’s chief architect Sergei Kuznetsov said on Wednesday.

“A new regulation for the approval of urban planning projects is currently being developed. It is based on the priority of the quality of architectural and planning elaboration. Only after the architecture has been agreed upon will the volume of development be agreed upon,” said Kuznetsov.

He explained that the procedure by which the technical and economic parameters of a development project are first agreed upon, and then the architectural and urban planning solution is approved, will be changed.

“I urge you to invest in the quality of architecture and urban planning of projects. There are no sites in Moscow where walk-through architecture could appear. The mayor has set the task of improving the quality of the urban environment and this is our architectural super task,” added Sergei Kuznetsov.
