After the arrival of Andrei Klychkov in Orel, the Tekhspetskomplekt company regularly received contracts for landscaping. All the taken objects were handed over, but the security forces believe that the work was accompanied by theft of budget funds. The Sovetsky District Court is now examining the specifics of the implementation of national projects.

On the opening day of the trial, three dozen Oryol residents gathered in the courtroom – eight defendants alone. Also lawyers, representatives of victims and the public. One of the lawyers didn’t even have enough space. They promised to bring him an additional table for the next meeting.

Compared to the rest of the defendants, Mikhail Markin, the same contractor, stands out with his powerful physique and style. He is dressed in a business casual style with a predominance of blue tones.

By the way, the prosecutor’s office also believes that he is in charge. Or more precisely, the creator and leader of an organized group that wanted to steal budget money and, to cover up its goals, was engaged in landscaping and construction. The plan was so insidious that the defendants even completed all the projects. But something still went wrong. Otherwise this process would not exist.

The fate of the missing budget millions is being determined by the most famous judge of the Sovetsky District Court, Andrei Tretyakov. By the way, he is also the chairman here. Tretyakov often got high-profile cases. At the same time, he can not be called either strict or liberal – his trials had enough of both “landings” and “conditions”.

Entering the hall, the chairman looked at everyone with a menacing look. Having clarified who exactly the numerous people present were, he began to consider the case.

First, the defendants had to introduce themselves and tell about themselves. As it turns out, everyone has minor children. And almost all are married and have higher education.

It turns out that Vladimir Ryabko, a native of the Uritsky district and the general director of Tekhspetskomplekt, in the past started and dropped out of studies at a technical school and university. Nevertheless, he still rose to the rank of general director of a construction company with huge turnover, who was tasked by the authorities with building the largest school in Orel. However, problems have arisen with the school, and the quality of work raises questions. But still very good.

The defendant Ratibor Revin can outdo Markin in terms of style. Befitting his name, he grew a Slavophile beard, which he carefully cares for. He, like the mayor of Parakhin, lives in the prestigious village of Kondyrevo, just like the mayor, he loves motorcycles, and works as deputy director of the Artstroy company.

Roman Lazhevich also has a beard, but in a more youthful format. He has an informal appearance – the laces on his sneakers are untied, and the name of his favorite musical group is written in Gothic font on a black T-shirt. In the case materials, Lazhevich appears as an individual entrepreneur who participated in the implementation of national projects.

Taras Pavlov used to be the chief engineer of Vodalux-M, and now holds the same position at the Moscow company Artbusiness-Stroy.

Another defendant is Oleg Minkin. Now he works as deputy general director of Zhilstroy-Invest, but most Oryol residents know Minkin as the former deputy mayor of Parakhin. According to the prosecution, Minkin was assigned a special role – he supervised “unidentified officials”, ensuring “Tehspetskomplekt” victories in electronic competitions and successful “acceptance” of objects.

Olga Gordienko is the only lady among the accused. She stays separate from the men and even sits in another row, next to the representatives of the victims. Gordienko is the general director of the R-Sport company, which was a subcontractor of Tekhspetskomplekt.

The saddest of the defendants is Alexander Rogovnin, general director of the Prom-Ecology company. He is the only one who observes the participants in the process from the “aquarium”. He has three minor children in freedom, but by the decision of the same Sovetsky District Court, Rogovnin has already been sentenced to three years in prison for the theft of 6.7 million rubles from taxpayers during the construction of a football field on Znamenka. The entrepreneur is serving his sentence in Naryshkino, but during the new trial he was transferred to the Oryol pre-trial detention center.

The judge asked the defendants whether they understood the charges. However, he did not specify whether they plead guilty. Therefore, the position of the defendants on this issue is still unknown.

Since the court is talking about the theft of budget funds, municipal officials act as victims. Among them, Yuri Pisarev stands out for his biography – in the past he was called “the main gravedigger of Orel” (Pisarev was the director of the municipal unitary enterprise “Ritual and Ritual Services”), and at a younger age, Pisarev was tried twice – including for bringing a mobile phone to a prisoner of the Naryshkin colony ( Pisarev then worked as an operative of the Federal Penitentiary Service). Now, according to the official, he works as the head of the major repair department of Spetsavtobaza.

Other officials involved in the process have a less eventful biography. Among them we can highlight the mayor of Bolkhov, Vladimir Avilov. Despite his status as mayor, he comes to court hearings. This is due to the fact that one of the episodes of fraud is associated with the Bolkhovsky Park of Culture and Recreation.

Also, according to the prosecution, Orel, Livny, Maloarkhangelsk and Kromskoy district suffered from the actions of the organized group.

The interrogation of the accused is still ahead, but for now the position of the prosecution has become known. According to it, the leader of the organized group is Mikhail Markin, the real owner of the Tekhspetskomplekt company. Using Oleg Minkin’s connections and influence, he learned in advance about future improvement work, won victories in electronic competitions (according to the prosecutor’s office, the competitions were uncontested and should have initially ended in victories for Tekhspetskomplekt) and carried out work by inflating the cost of building materials.

The “surplus” that appeared during the implementation of projects was cashed out through controlled individual entrepreneurs and LLCs under the pretext of providing certain services.

Markin’s closest assistant, according to the prosecution, was his friend Vladimir Ryabko, who officially headed the contracting organization, and the participation of the other defendants was less significant, but also necessary for the implementation of the thefts. For example, Roman Lazhevich initially understood construction, and he was entrusted with preparing design and estimate documentation.

In total, Markin’s group is accused of stealing 88 million rubles from taxpayers. Part of this money, according to the state prosecution, was stolen thanks to paving chips – a sought-after material for companies involved in landscaping. The “secret of success” of Tekhspetskomlekt, according to the prosecution, was that they inflated the cost of the crumbs by almost two times. Another interesting technology used by the contractor was the use of dye, which gave a more expensive look to the landscaping projects.

The case has just begun. Most likely, the verdict on the guilt or innocence of the defendants will be rendered in the summer of 2024.
