Governor of the Chelyabinsk region Alexey Texler is in the “green zone” of political stability. This is stated in the report XVI rating of political stability of governors “State Council 2.0”, compiled by the Minchenko Consulting holding. A copy of the document is at the disposal of URA.RU.
“Texler is in the “green zone” of political stability. The most significant political dynamics in the Ural Federal District are observed in the Chelyabinsk region, where tectonic changes are unfolding associated with the wave of nationalization of a number of regional enterprises. As part of this process, the governor was able to achieve a solution to a long-standing problem in the form of transferring production of the ChEMK plant outside the city,” the report says.
Experts note that the relocation of the ChEMK will improve the environmental situation in Chelyabinsk. Moreover, the report notes, some of the nationalized assets may eventually be transferred to local businesses.
The Prosecutor General’s Office previously considered that the privatization of the Chelyabinsk Electrometallurgical Plant (CHEMK) in the 1990s was illegal. According to the supervisory authority, it was with this privatization that Arianta’s business began to develop, therefore all assets are subject to nationalization. CHEMK itself and related enterprises were previously transferred to the state by decision of the Arbitration Court of the Sverdlovsk Region.
Then all the property of businessmen and their relatives was seized. At the request of the Prosecutor General’s Office, the court decided to recover 105 billion rubles from all families. According to the supervisory agency, this money was illegally withdrawn from the accounts of the enterprises even before the division of the business.
