The criminal investigation against the former mayor of Dimitrovgrad Andrei Bolshakov has been completed. The ex-mayor is accused of taking a bribe, he gets acquainted with the case materials. The defense, represented by Samara lawyer Alexander Paulov, is optimistic and believes that an acquittal is a realistic scenario.

For receiving a bribe on an especially large scale, Bolshakov faces up to 15 years in prison. The day before, the former official began actively studying 22 volumes of his file.
The investigation believes that Bolshakov received one million one hundred thousand rubles from Igor Mironov, owner and director of TSK Volga LLC. Presumably, this was a “kickback” for patronage during the conclusion of a government contract to clean up water bodies in Fish Park. The work was paid for under the Ecology national project, the cost was 4.1 million rubles. The company’s second contract under the same circumstances was cleaning a pond on Maslennikov Street for 1.6 million.

The defense does not deny the fact that Bolshakov received money. Lawyer Alexander Paulov, well-known among the Ulyanovsk elite, emphasized that the funds were used for public needs and were received in three stages. Some of them allegedly went to eliminate the consequences of the emergency on July 29, 2023, when a devastating hurricane passed through the Melekessky district, and when the former official was detained, only 200 thousand rubles were in his car, which were intended for repairing the apartments of the SVO participants.
“The investigation believes that Bolshakov provided general patronage to one of the entrepreneurs of Ulyanovsk, which is not explained in any way. The interrogated witnesses confirmed that he did not put a penny in his pocket. On the contrary, he spent more than 200 thousand rubles of his personal money to help military personnel,” Paulov gives a positive forecast for the trial – he hopes for an acquittal, since, in his opinion, there is no corpus delicti in Bolshakov’s actions. In the worst case, reclassification will follow under Article 285 (abuse of official powers) or 286 (excess), – The investigation failed to prove that Bolshakov spent the money on himself.”.
The lawyer believes that the criminal case will be sent to the prosecutor’s office towards the end of May. If the indictment is approved, consideration of the case on the merits will begin at the end of June in the Leninsky District Court. The former mayor will spend the time before the start of the trial, which promises to be high-profile, in a pre-trial detention center.
