10 migrants were brought to the military registration and enlistment office from car washes on Zhukovsky Street in Novosibirsk | VN.RU

Employees of the military investigative department of the Russian Investigative Committee for the Novosibirsk garrison, together with police officers and specialists from the Department of Migration Issues, conducted a raid on car wash stations in the Zaeltsovsky district.

“Ten Russian citizens were identified from among former labor migrants who were not registered with the military. Measures have been taken to deliver these persons to military commissariats. One administrative protocol has been drawn up,” the military investigative department of the Investigative Committee for the Novosibirsk garrison told VN.ru.

Over the past week of April 2024, law enforcement officials identified 38 Russian citizens from among former labor migrants who were not registered with the military. All of them were taken to military commissariats and registered with the military. Of these, eight naturalized citizens entered into a contract for military service with the Russian Defense Ministry.

“Such events, carried out on behalf of the Chairman of the ICR, Alexander Bastrykin, will continue,” the military investigative department of the ICR for the Novosibirsk garrison promised VN.ru.

Let us add that according to the website “Places of Russia”, which shows all companies registered in the Russian Federation, there are 32 car washes on Zhukovsky Street alone in Novosibirsk.

The townspeople themselves have long called Zhukovsky Street “Pomyvochnaya”. The mayor’s office and employees of the Ministry of Internal Affairs have been trying to restore order in these places for more than 10 years, since more than half of the car washes on Zhukovsky are illegal. In 2013, the municipality filed several lawsuits against the owners of illegal car washes. But things are still there.

Social activists often complain about illegal car washes on Zhukovsky Street. After each such commotion, operatives conduct a series of raids, but after that, “Pomyvochnaya” street again receives clients from all over the city. According to the regional department of environmental protection, ten years ago, 35 illegal car washes were identified in the Zaeltsovsky district of Novosibirsk, of which 15 were located on Zhukovsky Street.

“Despite numerous fines, violators are in no hurry to close down their business,” the message says.

In 2013, things got to the point where the regional government had to intervene in the situation. But that didn’t help either.

Today on Zhukovsky Street there are car washes in almost every house. Tons of water with auto chemicals spread throughout the entire district every day – there is no central sewerage system on the street, and environmentalists, in the fight against this scourge, point to the imperfection of the legislation.

“We come, document, seize equipment, go to court. The court, as a rule, does not impose a fine of more than 500 rubles and obliges us to return the equipment – this article does not provide for confiscation,” the police complain.

As a result, 40 protocols are issued per year and not a single closed point. It is also difficult to punish car washers for misuse of land. It is allocated here for individual residential development. If a residential building is registered on a land plot, then the decision to demolish it is almost impossible.
