The consolidation of regions is associated with a certain turbulence in the management system for a certain period of time, which can lead to economic problems. Political scientist Alexander Bezdelov said this in an interview with FederalPress, commenting on the statement of Federation Council Speaker Valentina Matvienko regarding the consolidation of regions in Russia.

“If we think purely logically about which regions need to be united, then, most likely, we are talking about the unification of the Leningrad region and St. Petersburg, as well as small regions,” the expert said.

According to the political scientist, the unification of large regions – the Tyumen region with Yugra and Yamal – has no basis, since they already have significant independence, and the population is unlikely to support this.

Alexander Bezdelov emphasized that the consolidation of regions may affect territories where management problems are not as acute as in large regions. For example, the Arkhangelsk region and the Nenets Autonomous Okrug, where only more than 30 thousand people live.

“In general, there is no point in losing management efficiency for some period in a large region, which is strategic and produces the majority of export earnings. No one will do this,” the expert noted.

In addition, the special operation, as well as the unification of regions, will not affect controllability, but will only affect the filling of the budget due to clearer forecasting and stable revenues, Bezdelov added.
