There are no plans to build a full-fledged concrete plant in the village of Dzerzhinsk, Irkutsk region, as it does not meet the standards. According to the village mayor’s office, a concrete mortar plant (BRU) was installed in the village, but it is not working now.

A permit for the construction of such an installation is not required, since it is not a permanent structure, the head of the municipality, Irina Sokolovskaya, commented to the IRK.ru journalist. Around the object it is necessary to establish a sanitary protection zone: next to the site where the installation is located, there are grocery store warehouses, a store and one farm. The territory of individual housing construction is not affected.

As the head of Dzerzhinsk Irina Sokolovskaya explained, the size of the sanitary zone in accordance with the law is 100 meters, but it can be reduced. When the facility begins operation, noise and dust levels will be measured to determine the required size of the sanitary area.

— Object in the production zone. Complies with the general plan, land use and development rules. That is, it is possible to place such an installation there. The owner registered the contract with Rosreestr, everything was within the law. The administration is monitoring the development of the situation and conducting observations. Once the installation starts operating, experts will measure the level of dust and noise and make a decision on compliance or non-compliance with the law. Now it is impossible to schedule an inspection: there are no violations, but the control unit is not working.

Earlier, residents of Dzerzhinsk reported to the editors of IRK.ru that a private company allegedly plans to build a concrete plant on Stakhanovskaya Street in the village. Citizens appealed to Rospotrebnadzor and other supervisory authorities with a request to ban the construction of the facility. According to local residents, there are residential buildings, a school and a kindergarten near the production facility.

The mayor’s office of Dzerzhinsk commented on the situation. The municipal administration and the regional department of Rospotrebnadzor held a meeting. The service reported that the design documentation for the production facility has not yet received a conclusion on compliance with the requirements of sanitary legislation. On April 12, government officials held a meeting with residents of Dzerzhinsk and provided explanations on the situation.
