On April 23, “Business Quarter” held the forum “The Future of the City: Points of Growth – 2024.” Its participants shared their assessments and impressions of the event and the topics discussed.

The 5th business forum “The Future of the City,” organized by the “Business Quarter,” brought together about four dozen speakers and experts, as well as about 300 guests. The event took place in the Chelyabinsk City business center. In just four hours of discussion blocks, it was possible not only to identify topics that concern business, but also to show cases of solving certain problems.


Ekaterina Karpenkodirector and managing partner of the recruiting company “TIRS”, moderator of the site “There are people in the frame: a discussion about labor resources”:

— The discussion turned out to be very lively and eventful! The acute situation with personnel today is characterized by the fact that only those who are very good at attracting and retaining people can work in this industry. The rest will believe that no tools have been found for them.

At the forum, we saw best practices for hiring employees that you can follow. Successful cases from leading entrepreneurs and enterprises in the region were analyzed on our site. In this regard, I would like to note the speech Semyon Mitelman. His enterprise “Politrans” is not as large as Rosatom, but not small either, and is located at a distance from Chelyabinsk, in Yuzhnouralsk, and therefore experiences the same personnel problems as many other employers. At the same time, they work with generations. I talked about the same thing Victoria Zimina (Head of the HR department of the Ozyorsk branch of Rusatom Infrastructure Solutions, a division of the state corporation Rosatom – editor’s note): it is necessary to study and take into account motivational aspects for different age groups. It was a great performance Olga Statirova (Head of the Department of Vocational Education of the Ministry of Education and Science of the Chelyabinsk Region), which showed the real shortcomings of enterprises, due to which graduates do not stay to work for them.

Head of the Department of Labor and Employment of the Chelyabinsk Region Vladislav Smirnov, as a competent theorist of processes in the labor market, said that in fact there are people: every year new graduates with specialized education appear. Now 15-year-old schoolchildren can already work, and all the necessary regulations have been adopted and are in effect. And then the painstaking work of enterprise owners and personnel services to retain them is important.

There is talent potential in the region! Yes, we see a shortage in certain industries, but at the forum we raised an important question: how to redistribute personnel from areas where there is an excess of labor resources. Our speakers gave a clear answer: working with vocational schools, motivating young people, and early career guidance is important if you are building a long-term development strategy for your enterprise.

After the forum, hiring practitioners came to me and offered to work on options for excursions to enterprises in the region. For those who are determined to work seriously, excellent tools for working in this market have been given.

— I really liked the level of the forum guests, I was pleased with the number of regional and municipal officials who came to listen and stayed throughout the entire forum, and then talked with entrepreneurs on the sidelines. It was nice that the speakers, including those from other regions who were in Chelyabinsk for the first time, responded to the invitation and provided high-quality presentations, for which I, as a moderator, received good feedback.

There were bold theses and statements made by the speakers. It became obvious that Chelyabinsk was following the path of Moscow and Yekaterinburg, that the cost of land would be a significant share of the cost per square meter. This means that developers will be forced to improve quality in order to justify the high price. And this will inevitably lead to large expenses for landscaping and creating a high-quality environment.

I would like to note that many guests proposed their candidacies to participate in the forum next year and are happy to take part in the events of the Business District. I really liked the friendly atmosphere that the organizers were able to create, and thank you to the “Business Quarter” for their efforts, for supporting the entrepreneurial community and inviting them to the forum!

— Dedicated to current trends in the development of Chelyabinsk, the forum became a meeting place and productive dialogue between the business community and the government. This is an important event for the region, where key issues are not just raised, but the vector of development is set.

We talked about the situation and growth prospects in the field of robotization of enterprises, construction technologies, discussed current environmental issues, conditions for creating a special economic zone.

We analyzed successful cases that are useful for developing a further development strategy. We discussed trends that will strengthen the position of city enterprises.

All of these are, of course, growth points that everyone is interested in realizing. Therefore, it is very appropriate that experts in their industries, heads of leading enterprises in the region, developers, and government officials join the dialogue. Only together can we achieve great results.


Igor Kachalovmarketing economist, president of the Clear Solutions center, professor at the Institute of Business and Business Administration RANEPA – on the importance of the topics discussed on the site “We are building a comfortable city”:

— Chelyabinsk has an excellent starting position: within a year it can move to a two- to three-fold increase in housing construction. To do this, there are developers with 10-20 years of experience, and strong personnel in companies. The leaders of these organizations are people who understand the needs of the city and have the management skills for such rapid growth. At the forum, we also spoke with material suppliers: it is possible to reconfigure the supply chain quite inexpensively and optimally in order to improve the quality of housing and its quantity, create a comfortable environment in the city and at the same time earn quite good money.

The “Future of the City” forum showed these growth points and gathered all the forces of market participants for a further breakthrough.

Sergei Sikharulidze absolutely accurately said that there are technical problems: there is not enough water, sewerage, electricity. And only by solving these issues can we forget about the most important thing – for whom we work. But Chelyabinsk developers have accumulated enormous experience in solving all these problems. My task at the forum was to show an outsider’s view of the situation.

This year, in preparation for the business forum, “Business Quarter” implemented a special project together with the Club of Young Industrialists. Our publication talked about enterprises whose owners and top managers are members of this Union. Eight residents of the Club and members of its executive committee took part in the discussion platforms on April 23.


Pavel Suchkovexecutive director of the Young Industrialists Club of the Chelyabinsk branch – about the site “The future has arrived: robots and digitalization”:

— Residents of the Club understand the need for accelerated robotization of processes at industrial enterprises; in this regard, they highlight internal investment programs for the introduction of automation. Moreover, in the Club a number of residents are specialized in the production and implementation of robots at enterprises, have their own laboratories, qualified employees, competencies, developments, and material and technical base.

Today, with the help of our residents, we can implement complex tasks in the field of automation of technological and production processes, implementation of robotic complexes and artificial intelligence systems, preliminary examination of the enterprise before implementing the necessary turnkey processes. Practical cases of residents with the effective use of lean manufacturing tools and a system of collective search for solutions indicate that productivity can more than double.


Evgeniy Dudorov, member of the Young Industrialists Club, chairman of the board of the Consortium of Robotics and Intelligent Control Systems, executive director of the NPO Android Technology – about the site “The future has arrived: robots and digitalization”:

— If we speak in the prism of the future of the city and urbanism, then robotics today is an integral part of this system. We see how intensively various robotics technologies are developing, related to self-driving cars, delivery drones, security and safety systems, etc. The city is an active driver of the development of these technologies and processes. We need to replace the shortage of people in the economy, especially since the problem with personnel is gradually increasing; accordingly, it is necessary to launch processes related to robotization and digitalization of processes. In Moscow, for example, autonomous cleaners and delivery vehicles are appearing, and robotic washers are working on skyscrapers.

The future will be even more futuristic because it will involve the use of anthropomorphic, that is, human-like, robots. We, as developers, see great prospects in this, but it is necessary to stimulate investment activity both in the development of robotics as such and the component base.

— During the forum, the most pressing issues of today’s reality were discussed, including digitalization, personnel issues and the environment. Based on the results of the panel discussion “Ecology of Life”, it became obvious that many enterprises are actively implementing the principles of sustainable development. However, it also turned out that in order to achieve significant changes and results at the regional level, clear direction and coordination of efforts on the part of relevant departments is required. This is the only way to achieve the social, economic and environmental well-being of the region.
