The sanitary police was created in Tomsk in 2013 with the goal of monitoring the quality of improvement and sanitary condition of city streets, squares and courtyards. As previously reported, her activities have been repeatedly criticized. A number of deputies insisted on the dissolution of this body. At the end of November 2023, Mayor Dmitry Makhinya decided to disband this body.

“Today, all people have been fired and laid off. The activities of the institution have been stopped since April 8, 2024. The liquidation of the legal entity itself will take place on July 15 after the expiration of the period allotted by law for submitting payments. In terms of functionality: six rates have been added to the department of road activities… And according to two rates have been added to the administration of each district,” Glebovich said.

He added that not all employees of the Sanitary Police agreed to go to work at the mayor’s office. Thus, out of six open bets, three are currently free.

“First of all, the ineffectiveness of the work of the sanitary police was due to the fact that those people who worked there did not write out reports… The second point, in my opinion and in the opinion of the deputies, is the remoteness from the district administrations, although they were supposed to help these administrations restore order,” notes deputy Andrei Petrov.

According to him, deputies insisted on eliminating the sanitary police two years ago. The first results of the work, by which these transformations can be assessed, will appear by the fall, the Duma believes.

“Of course, now there are certain problems with staffing the headquarters. But we’ll see. In any case, I think that this decision should be positive for district administrations, since they have additional “combat bayonets” that can issue orders, fines and “, the main thing is to prevent the disgrace that is happening,” says Petrov.

Look wider?

In turn, deputy Vasily Eremin believes that a simple redistribution of rates to restore order on the city streets is not enough. In particular, he proposes to determine a list of places for placing advertising structures and improve them.

“Look, the elections have passed. They installed structures to house the campaigning of presidential candidates. Even Vladimir Vladimirovich was embarrassed to place his own calls on such structures. Some clumsy, crooked (structures) … Why not conclude agreements with management companies “, he notes.

Another proposal from the deputy is to outsource control over illegal advertisements and entrust this work to environmental organizations in the city.

“I think that at the June meeting of the Duma we will pass a vote of no confidence in the mayor of Tomsk regarding what is happening in our city. In my opinion, the city has never seen such dirt, such potholes, ruts and ditches,” Eremin noted.
