25th of April. Interfax-Russia.ru – The Basmanny Court of Moscow authorized the arrest of the third person involved in the case of Deputy Defense Minister of the Russian Federation Timur Ivanov – the founder of the Olimpsitistroy company Alexander Fomin, accused of giving a bribe.

“A preventive measure has been chosen against Alexander Grigorievich Fomin in the form of detention for a period of 1 month 30 days, until June 23, 2024,” the court’s press service told Interfax.

“The investigation believes that Fomin, being in a relationship of trust with Ivanov, acting as part of an organized group, provided Ivanov, S.V. Borodin and other persons with property services in the form of exemption from the obligation to pay for goods, work and services related to repairs / reconstruction of buildings.” – they said in court.

“Also, Fomin and other persons, acting as an organized group, facilitated Ivanov’s receipt of a particularly large bribe in the form of the illegal provision of property-related services to him,” the court added.

Fomin is accused of committing a crime under Part 5 of Art. 291 of the Criminal Code of the Russian Federation (giving a bribe). Punishment under this article implies both a fine of up to 90 times the amount of the bribe, and imprisonment for a term of 8 to 15 years. At the same time, according to the law, “the person who gave the bribe is exempt from criminal liability if he actively contributed to the investigation of the crime,” and also if, after the commission of the crime, the bribe-giver voluntarily reported the incident.

The Investigative Committee of Russia reported Ivanov’s arrest on April 23.

On April 24, the Basmanny Court of Moscow, at the request of the investigation, placed Ivanov and another person involved in the case, businessman Sergei Borodin, under arrest until June 23. The defense intends to appeal this decision and achieve Ivanov’s release from the pre-trial detention center.

Ivanov and Borodin, according to the court, were charged with receiving a particularly large bribe (Part 6 of Article 290 of the Criminal Code of the Russian Federation). The maximum term of imprisonment is 15 years, and a fine of up to seventy times the amount of the bribe is also provided.

Ivanov denies any wrongdoing.

As clarified in court, the investigation believes that Ivanov entered into a criminal conspiracy with Borodin, with whom he was on friendly terms, and with third parties, “he teamed up with them in advance to commit an organized group of a crime – receiving a bribe on an especially large scale in the form of providing services of a property nature when carrying out contract and subcontract work for the needs of the Ministry of Defense.”

Ivanov was appointed Deputy Minister of Defense of the Russian Federation in May 2016, and is responsible for organizing property management, cantonment of troops, housing and medical support for the armed forces of the Russian Federation. Before this, Ivanov headed JSC Oboronstroy for several years.
