“We will continue to help people”: Dmitry Azarov spoke about the fight against floods in the region and assistance to the victims | 04/25/2024 | Samara

By the morning of April 24, 122 houses and 530 plots of land remained flooded in the region. The governor announced this on Thursday during a live broadcast.

According to Dmitry Azarov, there were two flood waves in the Samara region. The first is associated with an increase in water levels in the Chapaevka, Samara and Kinel rivers.

“The second wave arose due to increased discharges from the Sorochinskoye reservoir in the Orenburg region,” the governor explained. – The acute period will pass, and we will consult with our colleagues and neighbors and understand the situation. Because the reason is still man-made. The discharge modes were exceeded by more than 2.5 times.

Dmitry Azarov added that now the Volzhsky region is experiencing the main difficulties due to the flood. 87 houses were flooded there. Of these, 71 are in the village of Podlesny.

“We will continue to help people,” the governor emphasized. – At the same time, we also help residents of the Orenburg region. One of the first to join in the support was the House of Friendship of the Peoples of the region, which collected humanitarian convoys. I want to thank them for this. We also accept children. Just yesterday hundreds of children from the Orenburg region came to us for health and recreation.

Specialists from Samara emergency teams also work in the neighboring region.

Separately, on the live broadcast, the governor promised to sort out the payment of compensation to residents of the Samara region affected by the flood. We are talking about those areas where failures in this work occur.

In particular, a resident of the village of Staroe Yureevo, Koshkinsky district, complained to Dmitry Azarov. Lyudmila’s house was flooded at 32 Kolkhoznaya Street. The local administration refused to pay her on the grounds that she was not registered in the house, although she had the right of ownership.

“If somewhere in the municipalities they refuse to provide payments due to the fact that a person is not registered, this is a violation,” said the head of the region. – Because we have two grounds – registration and ownership of residential premises.

Let us remind you that in the Samara region financial support is provided for priority expenses – 10 thousand rubles for each victim. In total, 5,695 people submitted applications for payments, of which 5,419 have already received money.

“The President paid special attention to this: if measures are prescribed, they must be quickly communicated to the people,” noted the head of the region.

Refusal to pay financial assistance is a violation, the governor clarified.

Partial compensation for loss of property is 100 thousand rubles. This financial assistance has already been provided to 201 households.

– I want to say that there is no such support system as the President spoke today at a meeting on the flood in any country in the world. In other countries: if you have insurance, get the insurance payment; if you don’t have it, restore it yourself. That’s not how we behave. We allocate funds from the regional and municipal budgets. But, of course, property insurance is very important. In any case, we will help people. Moreover, in special cases – large families, families of participants in a special military operation, where the damage significantly exceeds the costs of restoration – we are ready to make personal decisions,” the governor noted.
