ZSNO approved in the first reading the acceleration of the start of payment of contributions for major repairs of new houses

On April 25, 2024, the Legislative Assembly considered draft amendments to the law on organizing the overhaul of common property in apartment buildings in the Nizhny Novgorod region.

Let us remind you that changes to the law were prepared by the regional government. Part concerns inspections of the technical condition of houses. It can be carried out on the initiative of the regional government at the expense of the regional budget or on the initiative of the owners at their expense. The changes suggest that the order of houses in the regional capital repair program can be changed based on the results of surveys. That is, houses whose condition is worse can begin to be repaired earlier.

In addition, they propose to change the period after which residents of new houses (built after the approval of the regional capital repair program) begin to pay contributions for capital repairs. Currently, contributions begin to be paid three years after the building is commissioned; the bill proposes to reduce this period to one year.

The bill was not discussed at the meeting; deputies recommended passing the law only in the first reading.
