Shilin’s removal as deputy chairman of the committee on municipal property, land use and urban planning occurred at the initiative of the prosecutor’s office due to violation of anti-corruption requirements.
“The Prosecutor’s Office of the city of Volgograd carried out an inspection of compliance with the requirements of anti-corruption legislation,” said the senior assistant prosecutor of the Volgograd region for
interaction with the media Oksana Cheredinina. — As follows from the materials of the supervisory audit, by decision of the Volgograd City Duma dated September 28, 2023 No. 1/15, one of the deputies was appointed to the position of deputy chairman of the Volgograd City Duma Committee on Municipal Property, Land Use and Urban Planning. According to the law, within three months from the date of appointment to this position, he had to take measures to alienate foreign financial instruments, including those belonging to his wife. However, in fact, the deputy’s wife owned the financial assets of a foreign company, no measures were taken to alienate them.
The violations made preclude Shilin’s further tenure in office. Therefore, the prosecutor’s office submitted a proposal to the City Duma to eliminate the identified violations, which was considered and approved.
This is not the first time that family and financial issues are intertwined for Sergei Shilin. Previously, the former father-in-law and mother-in-law accused the deputy of non-payment of alimony to provide for his daughter and hidden income.
“We had a certain agreement that suited all parties,” Shilin explained. “However, in 2018, when I was elected as a deputy, and information about my income was published by the City Duma, my former mother-in-law and father-in-law had questions about the amounts. The reason is that the declaration does not disclose the nature of the income, and the annual income line consists not only and not so much of salary, but, among other things, from the sale of property, for example, and there is no obligation to pay alimony payments from this money.
Regarding income, the 2022 return is not available. According to the most recent, at the end of 2021, Shilin’s annual income amounted to just over half a million rubles, in 2020 – more than 4.5 million, in 2019 – more than 700 thousand, and in 2018 – 4.2 million. Based on the available data, over the five years of his deputy, Shilin earned more than 12.5 million rubles.
