First Deputy Governor – Chairman of the Government of the Tula Region Vyacheslav Fedorishchev spoke about the steps taken to develop industry, agriculture, SMEs in the region, as well as attract new investments in 2023, speaking today at a meeting of the Tula Regional Duma.

“When Alexey Dyumin arrived in the region, he immediately set the task of creating a full-fledged system of supporting investors at all stages. Its decision made it possible not only to attract a number of serious partners, but also to keep many of them in the region even under conditions of unprecedented sanctions. The entire range of instruments to stimulate investors has been used,” the chairman of the regional government emphasized.

Over the past 3 years, the volume of support (tax benefits) has exceeded 30 billion rubles. This made it possible to implement about 50 large investment projects with an investment volume of more than 115 billion rubles and create more than 17 thousand jobs. For every budget ruble, investors invested 3.8 rubles of their funds.

“We not only continue to develop traditionally strong industries for the region, but also create new ones – the most promising in modern conditions,” emphasized Vyacheslav Fedorishchev.

Due to the departure of companies from unfriendly countries from the Russian market, the need arose to manufacture blades for industrial, energy and marine gas turbines. Therefore, Gazprom is implementing a project in the region to produce domestic high-precision blade castings. The facility should be commissioned in 2025.

Also, the first citric acid production plant in Russia is being built in the Tula region. The enterprise will fully cover domestic Russian and CIS countries’ consumption. Currently, the markets for these organic acids are fully supplied from China.

The implementation of these projects will increase the technological sovereignty of critical industries.

The number of people employed in SMEs in 2023 increased in the region by 26.3 thousand people and amounted to 247.7 thousand people.

Supporting the development of this sector is one of our key tasks. In the region, the volume of financial support for business has increased 1.5 times. More than 570 entrepreneurs received support.

In recent years, the Tula agro-industrial complex has become one of the leading industries in the region. More than 16 thousand hectares of uncultivated agricultural land are involved in agricultural turnover.

In 2023, about 2.6 million tons of grain were harvested in the region. The region is in 2nd place in the Russian Federation in terms of gross potato harvest in the organized sector (740 thousand tons), more than 70 thousand tons of vegetables, 408 thousand tons of oilseeds (rapeseed, soybeans, sunflower) were collected. The volume of agricultural production increased by 4.7% (112.9 billion rubles).

This was greatly facilitated by state support for the agricultural sector (about 2.5 billion rubles). Thus, we were the first in the country to compensate farmers for the costs of diesel fuel for autumn field work (70 million rubles) from the regional budget. This year, about 100 million rubles will be allocated for these purposes.

With the support of Alexey Dyumin, farmers in the region received a subsidy to compensate for damage in the amount of 316.9 million rubles caused in 2022 as a result of a natural emergency.
