On April 24, a meeting of the Vladimir City Council of Deputies took place. During the event, Ilya Aleksandrovich Isachenko, head of the Russian Ministry of Internal Affairs for the city of Vladimir, spoke to the deputies with a report on the work of the ministry for 2023.

As it turns out, city residents are concerned about the problem of drifters, especially in the parking lot near the Globus hypermarket. The issue of night turns and noise was raised by the deputy of the 21st district, Galina Lokostova:

“Residents living next to the hypermarket very often contact me at the reception. In the evening, as a rule, after 8 o’clock a huge number of cars arrive there. They cause certain inconvenience, they listen to loud music, drive under the windows in the evening, all our attempts somehow – how to resolve this either with the administration or with the police did not lead to success. How can we influence these people so that the residents can live in peace? Maybe there are a lot of complaints in the evening?– shared the people’s choice.

As Ilya Isachenko assured, the question is really relevant, and not only in the parking lot near the hypermarket:

“You all walk around the city center in the evening, the situation there is far from the best. In 2024, work in this direction intensified significantly. To date, more than 120 protocols have been drawn up for changing the design of a vehicle, these are the so-called “roaring cars”, drawn up about 90 protocols for tinting windows,” said the head of the city ministry.

According to Isachenko, preventive educational work should be carried out with young people through the youth department:

“This is such an organized group, young boys aged 20 to 25 years old, who bought a vehicle with their first salary and want to somehow stand out. We should try to guide them in the right direction through the youth department, perhaps give them some festivals so that they showed themselves in this format,” – shared the head of the city Ministry of Internal Affairs. – “They are organized in fact, they even somewhere illegally, there, outside the city of Vladimir, they organize races on these in their cars.”

Evgeny Stanchev, deputy of the 15th city district, made a counter proposal:

“Our parking lot is the property of the Globe, right? What if we try to oblige the owner himself to monitor this order?” – asked the deputy.

The head of the Ministry of Internal Affairs supported this idea and said that the issue would be taken into consideration. So, soon we can expect that the owner of the organization will be required to report to residents for drifters in the parking lot.

Earlier, Vladimir News reported that during the City Council, Vladimir deputies became concerned about the number of migrants in the city, and also during his report for 2023, Ilya Isachenko cited statistics on violations of migration legislation. Based on the results of the activities carried out, 233 cases of fictitious registration of foreign citizens for migration were identified, as a result of which 54 criminal cases were initiated.
