Former head of housing and communal services of the Proletarsky district of Rostov, Stella Ruf, is being tried for “cheap” gazebos

In the Proletarsky District Court of Rostov-on-Don, the prosecution presents its evidence in the trial of the former official Stella Ruf.

Former director of MKU “UZHKH” Proletarsky district of Rostov Stella Ruf is accused of abuse of power (Part 1 of Article 286 of the Criminal Code of the Russian Federation). According to investigators, in June 2021, as acting director, she signed acts of acceptance of work performed on the project: “Improvement of the beach on Zeleny Island.” The examination found that the gazebos built on the beach did not meet the requirements of the municipal contract.

Ruf is accused of causing damage to the municipality in the amount of 4 million 391 thousand rubles.

Three witnesses were scheduled to appear at the court hearing on April 24. None of them came, citing being busy. This circumstance did not upset either the prosecution or the defense at all. The prosecutor suggested reading out the testimony of witnesses given during the preliminary investigation. The lawyer and the defendant did not object.

Detailed testimony in the case was given by the chief engineer of Kapremstroynadzor LLC, Ivan Zabezhaev, who conducted an expert study of the “improvement facility” and gave a negative conclusion.

— Deficiencies were identified that were contrary to the acts of acceptance of completed work presented for verification. They contained data on the installation of 14 gazebos made of architectural concrete. At the same time, in fact, gazebos made of monolithic concrete were installed at the site with a finishing coating applied to it,” the prosecutor read out the expert’s testimony.

Acceptance certificates for completed work were signed by the acting Director of MKU “UZHKH” Proletarsky district Stella Ruf, confirmed the witness. After a series of inspections at the site, only formal elimination of deficiencies was carried out, “not involving significant financial costs.” Also, the chief engineer of Kapremstroynadzor recalled that on-site working meetings at the site were held with the participation of the head of the administration of the Proletarsky district, Yegor Dolmatov. But what exactly the head of administration said about all this construction, the witness no longer remembered.

The state prosecutor also read out the version of events given by another witness – the general director of Posandra LLC, Dmitry Sobolev. He insisted that after treatment the gazebos began to have the properties of “decorative concrete.”

“I can explain that after the formwork was removed from the gazebos, they were considered products made of architectural concrete. “Architecture” is not an internal property of a product, but an external one, argued the general director.

At the next meetings, the parties will apparently continue to find out what kind of concrete the gazebos were made of, which led to their “cheaper” prices.

Let us recall that until recently, Stella Ruf worked as the director of the Municipal Public Institution “Blagoustroistvo” in Taganrog. She came to this position having previously worked as director of the MKU “UZHKH” in the Proletarsky district of Rostov from July 2021 to March 2023. At this place of work, she became known during a conflict with residents of a house in Krivoshlykovsky Lane, 4, to whom officials had cut off communications. Ruf’s “moving” from Rostov to Taganrog took place following the reappointment of the former head of the administration of the Proletarsky district of Rostov, Egor Dolmatov, who became deputy head of the administration of Taganrog.

Before becoming the director of the MKU “UZHKH” of the Proletarsky district, Stella Ruf served as the acting director at this enterprise. Even earlier, she worked as a leading specialist in the municipal municipality “Department of Improvement” of the Proletarsky district.

In 2017, she participated in the Miss Notebook Rostov competition, but did not make it into the top twenty participants based on the results of the competition selection.

If Stella Ruf is found guilty of abuse of power, she will face imprisonment for up to 4 years.
