According to residents, when builders were laying sewer pipes on the south side of the house, one pipe burst, and they simply threw it into a trench and buried it. As a result, there is an eternal puddle around the house, the basement of the house constantly floods in the spring and during rains, and the foundation is also washed away.
“Our walls are already floating, in many apartments they are splitting in the corners, there are large cracks. The foundation is being washed away. The waterproofing in the basements is broken. The management company doesn’t take any measures together with the administration, they refuse.”– Valentina Pron, the eldest in the house, told Sibkrai.ru.
The Department of Energy, Housing and Utilities of the city of Novosibirsk proposed using the municipal sewerage system of the Municipal Unitary Enterprise of the city of Novosibirsk “Gorvodokanal” instead of a storm sewer. The idea was supported by local deputies. However, draining melt and storm water into it, says Valentina Pron, will worsen the situation.
“The building’s storm drainage system must enter the centralized storm drainage system, and not the Gorvodokanal sewerage system, otherwise it will further contribute to flooding of the house. At Gorvodokanal they asked me, if I see how they are digging a trench to their pipe, to urgently inform them so that they can take emergency measures.”she says.
The residents wanted to express their opinions at the general meeting and asked to provide them with the assembly hall of the local school for these purposes. But we received no response. But they learned that they had already been “voted for.”

“We did not receive any notifications from the initiator of the meeting, in accordance with Article 45 of the RF Housing Code. The agenda of the general meeting, the form of voting, the date and place of the meeting were not communicated to us, and resolution forms were not given to the owners for voting. The meeting was not actually held, the owners did not participate in it, did not make any decisions, and were not informed about the holding and results. Some two women from ZhEU-72 went around the apartments collecting signatures, while spreading falsehoods into the ears of the residents of the house that a storm sewer would be built. They did not achieve the required 51%. But the registries contain those who were resurrected and those who disappeared several years ago.”she shared.
Also on March 28, there was a visiting commission with representatives of the mayor’s office, the district administration, as well as the Gorvodokanal and the Kirovskaya Housing Management Company. Due to constant dampness, the walls “bloomed” with mold
Sibkrai.ru appealed to the Novosibirsk mayor’s office with a request to clarify the idea of connecting to the Gorvodokanal sewerage system. The response contained information about the difference between the sanitary sewer system and the storm drainage system. At the same time, the mayor’s office admitted that “to ensure the drainage of surface water at 24 Chemskaya Street, it is necessary to develop a storm drainage system,” as they say, and that’s just bread.
“Indeed, the issue of connecting storm sewerage to the centralized system of domestic wastewater disposal at 24 Chemskaya Street was considered, but in connection with the above, a negative decision was made on this connection”,” the city administration eventually agreed with the residents.
After numerous complaints from residents, the Kirov district prosecutor’s office went to court against the Novosibirsk mayor’s office.

“We repeatedly suggested where we could find documents for the storm drain, asked the prosecutor’s office to make a request to the archives of Novosibirsk to request design documentation for the house, but in response we heard that: “The court will oblige the mayor’s office to draw a new storm drain diagram.” Why all this when this scheme already exists? Probably also with some intent to delay the restoration of the storm sewer system”,” Valentina Pron shares her suspicions in a letter to the Chairman of the Investigative Committee, Alexander Bastrykin.
The resident of Novosibirsk has no confidence left in local officials and deputies. Courts may take longer. Earlier, Valentina Pron sent an appeal to Russian President Vladimir Putin. And now he pins his hopes on a prompt response from the head of the Investigative Committee of the Russian Federation.
She asks Alexander Bastrykin to take personal control of the restoration of the storm sewer and punish all those responsible. And also oblige the specialists of the municipal unitary enterprise “UZS PTS” to “carry out a survey of the collector using telediagnostics tools, as well as the installation of transverse excavations (pits)” as soon as possible.
The Siberian woman emphasizes in her letter that she wants to personally take part in the next commission during an on-site inspection.
