In the Novosibirsk region, all employers will be involved in a system for forecasting the personnel needs of the region. This, as well as other issues of personnel training in the region, were discussed on April 25 during round tables dedicated to the personnel supply in mechanical engineering, the aviation industry and the IT sector.

Governor Andrei Travnikov took part in the round tables, as well as in the meeting on improving approaches to training personnel for the labor market. He emphasized that in the last three years, much has been done in the Novosibirsk region in order to clarify the forecast for the need for personnel, to more closely build relationships with the main customers and sectors of the economy. An information system has been developed to forecast the need for specialists, and sectoral councils have been created under each ministry.

“Every year, when forming enrollment targets, we focus on this forecast in the higher education system. The problem of personnel shortages today is universal and complex. It can only be solved together; there is no set of universal solutions. You will have to constantly find new options. As one of the measures to popularize professions and early career guidance, Novosibirsk enterprises and organizations are ready to more actively involve schoolchildren in internships, both educational and industrial, on excursions, and even more actively arrange for minors in the summer.

The system for forecasting the need for personnel in the Novosibirsk region provides a fairly high accuracy of forecasts; all existing industry councils are involved in this work. We now need to ensure that this is mandatory for all our fellow employers. It is necessary to prepare letters signed by me to all organizations, partners, industry and trade union associations, public and business organizations – to convince everyone to open personal accounts and start working in the forecasting system,” the head of the region instructed.

At a meeting of the Council for the Development of Vocational Education and Support of the System of Professional Qualifications in the Government of the Novosibirsk Region, Minister of Education Maria Zhafyarova made a report on ensuring that the structure of personnel training in educational organizations of the Novosibirsk region meets the needs of the regional economic sectors. Personnel support for the economy and social sphere is becoming strategic. The implementation of such tasks as import substitution and ensuring the technological sovereignty of the country depends on the quality of employment. In this regard, the main directions of the national project “Personnel” will be: creation of a personnel management system; training personnel for key sectors of the economy and creating a modern infrastructure of educational institutions; youth employment support.

The Novosibirsk region is increasing the volume of admission targets for budget-funded training in vocational training programs, introducing new professions and specialties, and annually allocating more places for training in technical programs. From 2018 to 2024, the volume of admission quotas increased by 2,783 budget places. The total volume of the CCP for 2024 is 13,033 people.

An effective employment mechanism is targeted training for specific enterprises. In the Novosibirsk region, 850 people are studying at universities as part of targeted training with support measures financed from the regional budget. Students who have entered into a targeted agreement in priority areas receive a monthly stipend in the amount of 5,000 rubles. In 2023, 216 target students graduated, of whom 86% were employed.
