The authorities of Sevastopol failed to change the court decision, according to which a large plot of land on the shore of Karantinnaya Bay should become federal property. Information about this is contained in the court case file, which was reviewed by a ForPost correspondent.

Let us recall that the disputed territory at the intersection of Katernaya and Karantinnaya streets was used by the authorities to construct a gas pipeline across Sevastopol Bay, and was also used by ordinary citizens to access the wild Skalki beach.

At the end of 2019, the government approved a project for its surveying – just for the construction of a new gas pipeline that would connect the northern and southern sides of Sevastopol. Subsequently, the plot with cadastral number 91:03:000000:285 was transferred for free use to the State Public Institution “Unified Directorate of Capital Construction”, which is the customer of the facility worth more than 3 billion rubles.

At the same time, the Russian Ministry of Defense officially declared their rights to the territory. In a lawsuit against the government of Sevastopol, representatives of the military department emphasized that the disputed site was previously within the boundaries of military town No. 42 and should be transferred to federal ownership in accordance with the order of the government of Sevastopol No. 195-RP dated March 20, 2015.

Following a trial that lasted just over a year and a half, the Sevastopol Arbitration Court found the ministry’s claims to be justified and granted its claim.

Subsequently, they tried to appeal the decision, which called into question not only the free access of citizens to the coast, but also the further implementation of the gas pipeline project, which was built under the state program for the development of the peninsula.

“Given the high social significance of the project for the city – providing the population with natural gas – the government of Sevastopol is making every effort to implement this project,” representatives of the capital construction department clarified to ForPost in October 2023.

But as a result of the consideration of the complaint, which ended in April 2024, the 21st Arbitration Court of Appeal left the decision of the previous instance (adopted in favor of the Ministry of Defense) unchanged, and the complaint of the Sevastopol government was not satisfied.

It will be possible to appeal the verdict in the third instance – the Arbitration Court of the Central District. Participants in the process are given no more than two months to file a complaint.
