In Irkutsk on April 24, at parliamentary hearings, the implementation of a program to resettle citizens from dilapidated and dilapidated housing was discussed. The meeting was chaired by the speaker of the city council, Evgeniy Stekachev.

In total, the targeted program included 309 houses, amounting to 123 thousand square meters of housing. Since 2019, 83.1 thousand square meters have been resettled, on which 5,452 Irkutsk residents lived. The resettlement of people took place at the expense of the city budget, at the expense of investors and with the help of free housing stock.

Alexander Safronov, deputy:
– The program for relocation from emergency housing is federal and takes place in all cities. In Irkutsk it is being implemented at a good pace and over the past few years several thousand people have moved from dilapidated housing stock to modern apartments. And the fact that the houses are built by a city enterprise allows the city to save money and reuse it as part of the implementation of this program.

The program has five stages. As part of the second stage, in 2020-2021, 135 residential premises were purchased, into which 426 people moved in. During the fourth stage, 422 premises in new buildings were purchased. And as part of the fifth stage, a municipal contract was concluded for the construction of the Yaroslavsky residential complex for the resettlement of another 390 families; a contract was also previously signed for the purchase of another 170 premises in new houses. The remaining volume of 2.1 thousand square meters is planned to be sold by providing payments to residents for seized premises.

However, there are also negative aspects: on the secondary market there is no housing that meets the requirements and with wear and tear of no more than 40%, and there is also insufficient funding – another 2.1 billion rubles are needed. At the same time, at least 40% of the city’s own funds are allocated for each stage, including additional payment for the difference in the cost of square meters and additional area.

Evgeniy Stekachev:
– Only in Russia does the state, at its own expense, replace emergency housing with a new apartment. There is no such practice in any other country in the world. And residents need to participate in the program while it is being implemented. Moreover, Irkutsk has the largest volume of emergency housing stock throughout the region.
