How to make life in Voronezh more attractive in 5 years, answered the city Duma deputy

You can save not only money and nature, but also your health.

The report of Voronezh Mayor Vadim Kstenin to deputies on April 24 became one of the brightest political events of recent days, no matter how anyone treated it.

And, it must be said, the people’s representatives themselves did not miss the opportunity to “show up” and share their ideas during the meeting, which attracted special attention.

Among them was the chairman of the standing commission on housing and communal services, road management and improvement, rector of VGAS Alexander Sysoev, who, one might say, came up trumps, declaring that he knows how to make life in Voronezh more attractive in a relatively short period of time (from 3 up to 5 years).

According to the deputy, society preferred not to notice the economic effect of a healthy person, since it is not so obvious. But a healthy citizen means, first of all, the absence of costs for his treatment, rehabilitation and partly maintenance (social assistance and so on).

– We were all brought back to reassessment by the President of the Russian Federation V.V. Putin, who in the very first block of his address to the Federal Assembly speaks of increasing life expectancy as the main priority, – notes Sysoev. – And not just a priority, but a transition to vigorous activity on this item. And the President also solves a long-standing problem by saying “to balance the general education program by equalizing the proportion of mental and physical activity.”

The deputy expressed an interesting idea that if we replace the term “health care” (which the population associates with treatment) with “health conservation” (associated specifically with savings), then everything looks different. Here, says Alexander Sysoev, the powers of the municipality are already in play. And in this case, the construction of sports grounds in the courtyards will not be possible.

– But, unfortunately or fortunately, this problem cannot be solved by gyms either. Let me explain: since the ruble invested in the hall multiplied by the number of hours per day + the number of people working in it makes the service sometimes inaccessible to the majority of citizens and the entrepreneurs organizing it, – states the deputy.

This is more or less clear. What then does Sysoev propose? Let’s see.

The first is to make the most efficient use of forest areas within the city, turning them into megaparks for physical education. The emphasis is on safety and creating good conditions: a warm locker room, a shower, accessibility to public transport or parking, a decent toilet.

Then, the deputy believes, such “physical training” will become cheaper for residents of Voronezh, and the value of a healthy person will increase. This could be implemented using the examples of “Olympic” (Nagornaya oak grove), Shilovsky forest and the lowland of the Inyutinka River behind Otrozhka.

The second is the creation of so-called “health kiosks”. These are not full-fledged gyms, but compact places where you can (conditionally) change clothes, exercise, or run on the same bike path in comfortable conditions under a roof. This practice is common in China.

But it seems that the third point in importance, if not outweighs the previous two, is at least not inferior to them. It concerns specifically young people who are eager to play sports.

According to Sysoev, it is necessary to equalize the funding of all sports schools in the municipality and the region and fund them in accordance with the standards of sports training.

The deputy believes that this “will nullify the reasons for the departure of our young athletes to other regions.” And the process must begin in 2024, preparing the budget for 2025.

– And the President of the Russian Federation V.V. Putin also set financial priorities in these matters to us, pointing out that the cost of FC and sports in any region should be no less than 2% of the budget. However, capital construction and repair of sports facilities is not included in this amount. Then in 3-5 years we will see a significant effect from these initiatives and will make life in Voronezh even more attractive! – the deputy summarized.
