On April 25, Chelyabinsk Legislative Assembly deputy Pavel Zholobov called on the first vice-speaker of the ZSO Denis Moiseev to be more flexible. Zholobov compared him to an employee of the Federal Penitentiary Service.

“Today the meeting of the Legislative Assembly is chaired by First Deputy Chairman Denis Aleksandrovich Moiseev. You don’t know who this is? And he is! So, before the meeting, the first deputy chairman did not bother to read the rules of procedure, made comments to the deputies on the timing of the speech, choosing the tone of the GUFSIN employee… Very arrogant! We had one leader with a similar approach, not a politician at all! But in vain, you need to be more flexible!” — Zholobov wrote in his telegram channel.

He added that he would write to the Committee on Parliamentary Ethics about the violation of the regulations. Zholobov also wrote that the law is the same for everyone, there should not be those who are more equal.

Zholobov’s post appeared before the end of the meeting of deputies. It concerned an incident when the leader of the Socialist Revolutionary faction, Vasily Shvetsov, began to comment on the draft law on the execution of the regional budget. Shvetsov did not meet the five minutes stipulated by the regulations, and asked to add three more minutes for his speech, which could be allocated to the party faction. However, even these three minutes were not enough for Shvetsov.

The first deputy speaker, Denis Moiseev, who chaired the meeting, called on Shvetsov to comply with the regulations. Obviously, Shvetsov’s fellow party member Zholobov did not like this.

“It is not entirely clear what became the basis for Zholobov’s post. Moiseev quite correctly asked Shvetsov to comply with the regulations. He said that he was ready to come to a meeting of the rules committee if the rules needed adjustment,” one of the deputies told URA.RU. The Committee on Rules and Deputy Ethics in the Legislative Assembly is headed by Shvetsov himself.
