Rostov authorities named those responsible for problems with road patching

Rostov-on-Don does not have enough asphalt concrete mixture to even carry out patching repairs of roads.

Prices for asphalt concrete mixtures supplied by Rostov factories are too high, says Dmitry Simkov, deputy head of the city administration for transport and road infrastructure.

According to the official, it is difficult to fully organize the work on maintaining highways due to insufficient production capacity of cast asphalt concrete mixture.

— In the city of Rostov-on-Don, there are only two plants producing special asphalt concrete mixtures, which is not enough for a large metropolis, given the instability of the work schedule of one plant (the mixture is not supplied on holidays and weekends) and periodic stoppages associated with the maintenance of equipment at another plant. Thus, days of downtime occur, and after this, contractors sometimes have to increase the speed of work to the detriment of quality in order to normalize the transport situation in the city,” said Dmitry Simkov.

If there is a shortage of material, suppliers also increase the price of their products.

— It is worth noting that existing factories, using their monopoly position in the market, artificially inflate the price of asphalt concrete mixture. So, with an average market price of 6-7 thousand rubles per ton, the plant sets a price of 8.5 thousand rubles per ton of the mixture, which increases the cost of patching, noted the deputy head of the city administration.

Dmitry Simkov sees a way out of the situation in the creation of a state plant in Rostov for the production of asphalt concrete mixtures, which will meet the needs of the city and destroy the monopoly position of the current “market owners.”

— In order to minimize the negative consequences, it is advisable for the regional and city authorities to resolve the issue of supplying high-quality cast asphalt concrete mixtures, it is even possible to consider the possibility, on the basis of existing municipal unitary enterprises (SUEs), or newly formed ones, to organize the production of a special asphalt concrete mixture for patching in the city of Rostov-on “Don,” he suggested.

The official recalled that during periods after bad weather (heavy precipitation, temperature fluctuations, etc.), the road surface is partially destroyed, which requires the immediate adoption of measures related to road maintenance work – pothole repairs. Currently, five contractors are carrying out the government contract for pothole repair in Rostov.
