However, concerns arose about a shortage of paramedics, so the Center for Disaster Medicine began collaborating with medical college students from the third year, offering them advanced training and training at the School of Disaster Medicine with the assignment of a specialty.

One of the most pressing problems turned out to be drivers of emergency medical vehicles. According to Mikhail Surin, they do not receive payments, social benefits or bonuses, despite strict requirements for their work experience and criminal record. This led to the first driver shortage.
