As part of the events of the Council of Legislators of the Russian Federation at the Federal Assembly of the Russian Federation, a meeting of the commission on economic and industrial policy was held. Chairman of the Magadan Regional Duma Sergei Abramov took part in it. The topic of discussion was the issue of staffing the country’s enterprises using the targeted training mechanism, the press service of the Magadan Regional Duma told MagadanMedia.

Parliamentarians discussed the implementation of the Federal Law “On Industrial Policy in the Russian Federation”. The information was presented by First Deputy Chairman of the Federation Council Committee on Economic Policy Alexey Sinitsyn. Among the factors that discourage the revival of the compulsory distribution system, he named the lack of choice of the organization in which the graduate will work, the inability to change his specialty, and often lower wages than those who studied under normal conditions.

At the same time, this issue does not disappear from the current agenda: for example, changes to the Federal Law “On Education in the Russian Federation”, proposed by State Duma Vice-Speaker Irina Yarova, are intended to correct such shortcomings as opacity and ineffectiveness of procedures in the target set. The main provisions of the new regulation are aimed at ensuring the availability of targeted training for citizens on the basis of a public competition.

Among the methods of attracting personnel to enterprises, Alexey Sinitsyn noted the transition of all education at the expense of the budget to a targeted basis. Among the mechanisms for creating a system of targeted training and guaranteed employment of engineering personnel, the demand for which has almost tripled compared to 2010, the speaker named the federal project “Advanced Engineering Schools”, which is aimed at training the engineering personnel necessary for enterprises in high-tech industries. Engineering classes in schools have proven themselves well. The federal project “Professionality”, which includes about a thousand supporting enterprises in 24 sectors of the real sector of the economy and hundreds of colleges throughout Russia, is also working to ensure personnel sovereignty. With its help, in 5 years, at least a million people should receive modern and in-demand working professions.

The Chairman of the Legislative Assembly of the Orenburg Region, Sergei Grachev, shared regional developments. In the region, many secondary specialized educational institutions have enterprises attached to them that teach students starting from the first year. Young people not only undergo practical training at enterprises, but they are also taught theory in an educational institution by engineers from these factories. As part of the implementation of the federal project “Professionalism”, work is being carried out with students to conclude agreements on targeted training with a guarantee of employment of graduates in enterprises of the real sector of the economy.

The meeting participants also discussed the topic of personnel shortage in the industrial sector of the economy, which exists despite the low unemployment rate of 2.8%.

“We find ourselves in a situation we have never been in,” said Maxim Topilin, Chairman of the State Duma Committee on Economic Policy. “When we talk about the country’s record low unemployment of 2.8 percent as an achievement, we must not forget that this is due to the acute problem of personnel shortages. I think this is the chance our country has been given. If you take the right measures when unemployment is low, it will help in the development of the country.

The Chairman of the Magadan Regional Duma Sergei Abramov and the head of the Legislative Duma of the Khabarovsk Territory Irina Zikunova, whose regions also faced the problem of personnel shortage, shared their vision of the situation.

“Today we see that the revival of the system of targeted training and mandatory distribution of graduates is a necessary step. This is a guarantee not only of the development of key areas of the economy and the social and budgetary sphere, but also an opportunity for young people to correctly apply their knowledge and experience, obtaining it during their student years, and not lose their qualifications while looking for a job in their specialty,” said Sergei Abramov, speaker of the Kolyma parliament. — We see positive results from the implementation of the “Professionalism” program: blue-collar professions have become more in demand and interesting for young people, and the quality of student training meets the expectations of employers. Of course, we cannot stop there. Graduates must clearly understand what kind of salary and working conditions await them in the future, and how much they can improve their skills.

Today, April 26, a meeting of the Council of Legislators will be held, at which parliamentarians from all over the country will discuss current issues of increasing the birth rate and supporting families with children, as well as the progress of the implementation of the State Program of the Russian Federation “Comprehensive Development of Rural Territories” in terms of the comprehensive development of the infrastructure of rural settlements.

Let us recall that the Council of Legislators of the Russian Federation is a consultative and advisory body created on May 31, 2012 on the initiative of the leadership of the Federation Council, the State Duma and the legislative bodies of the Russian regions to organize interaction between the chambers of the Federal Assembly of the Russian Federation and the legislative assemblies of the constituent entities of the Russian Federation. The Council of Legislators includes the chairmen of the Federation Council and the State Duma, their deputies and heads of committees of both chambers, and speakers of regional parliaments. Meetings of the Council are held at least twice a year.
