The police in the capital of the Vladimir region noted that there is nothing wrong with alcohol in the Vladimir night liqueur bars, the problem is the drunken visitors of such establishments who start fights on the streets adjacent to the liquor stores.

The police counted 39 nalivkas in Vladimir – glass shops that operate at night and sell alcohol, attracting marginalized individuals. In 2023, 77 administrative protocols were drawn up in relation to these objects – they were sent to the courts or to Rospotrebnadzor. The total amount of fines issued to the Nalivaikas amounted to 355 thousand rubles, the head of the city department of the Ministry of Internal Affairs, Colonel Ilya Isachenko, told the deputies of the Vladimir City Council:

“In the areas where the liqueurs operate, we see a complication of the operational situation. We issue orders and warnings to eliminate violations. We have repeatedly checked such establishments with Rospotrebnadzor, with the relevant administration department – we checked the alcohol that is there. And all the alcohol there is legal, we checked it with special equipment, invoices. All these schemes are so transparent. The very work of these establishments is problematic due to the fact that they work around the clock. We have studied the practice of other regions – there are examples when such establishments are open until 2 a.m., and after 3 a.m. crimes and delinquency begin. We need to approach this problem together. This issue is under control, we will not reduce our attention to this issue.”

Let us note that officials have been trying to solve the problem of liqueurs in Vladimir and the Vladimir region for a long time at the municipal and regional level, but these establishments still have not gone away. Such glass shops have a license and a service hall with an area of ​​at least 50 square meters, and have the right to pour strong alcoholic drinks at a time when alcohol is no longer sold in stores (that is, from 9 pm to 9 am). A big problem is that such establishments are often based on the first floors of residential buildings.

In general, at the regional level, as mentioned earlier, the powers of the regional legislative body come down to two options: ban the operation of such establishments or adjust the operating hours of liqueurs.

At the beginning of 2024, the governor of the Vladimir region, Alexander Avdeev, announced that a specialized working group would be created on the basis of the regional Legislative Assembly with the participation of municipalities, including Vladimir, and representatives of supervisory authorities, in order to decide how local laws will regulate these liqueurs in order to “to bring order to this area, both in the area of ​​citizens’ well-being and in the area of ​​simply drinking and bottling alcoholic beverages.”
